Preparing GHG emissions Inventory and Climate Action Plan for Melaka State and Constituent Urban Local Authorities




The objective of the project is to provide support for preparation of GHG Emissions Inventory & Climate Action Plan for Melaka State and its 4 constituent urban local authorities.

Under the Green Cities Initiative in the Indonesia – Malaysia – Thailand Growth Triangle (IMT-GT) sub-region, the Asian Development Bank is supporting the Government of Malaysia in formulating the Green City Action Plan (GCAP) with a prioritized investment program for Melaka. Melaka has also set a target of 20% renewable energy contribution to its total energy consumption by the Year 2020. The preparation of a baseline GHG inventory for Melaka has been prioritized under the GCAP to streamline and strengthen the GCAP.

Under this project, supported by the Center for IMT-GT Sub-regional Cooperation (CIMT) and the Melaka Green Technology Corporation, a State level GHG emissions inventory shall be prepared as a first step. Subsequently, preparation of a baseline GHG emissions inventory shall be undertaken for the 4 Urban Local Bodies (ULBs) within Melaka State, followed by strategizing and implementing low carbon actions and monitoring and recording achieved emissions reductions as a result of these actions.

Trainings have been conducted under the project for the officials of Green Tech Corporation of Melaka and 4 Urban Local Bodies (ULBs) in Melaka State to build capacity for assessing baseline climate performance and to measure progress and mitigation impacts of proposed prioritized actions. The GHG inventories will be compiled with the help of the Harmonized Emissions Analysis Tool (HEAT+). A version of HEAT+ for Malaysia is being developed, and will be customized with technical data for the country as per national and international reporting guidelines. The Province of Melaka and the 4 ULBs shall also be supported in reporting their GHG emissions inventories and climate actions to international reporting platforms.
