Durban Adaptation Charter Implementation Guidance Workshop in Durban

eThekwini Municipality, as the current Secretariat of the Durban Adaptation Charter, hosted an Implementation Guidance Workshop (DAC IGW) from 20 – 23 March 2013 in Durban, South Africa. This event was funded by USAID, through the ICMA and CityLinks program and organised by ICLEI – Local Governments for Sustainability –Africa. The workshop aimed to assemble a collection of global adaptation thought leaders and elected officials to provide input into how the charter can be used as an international governance framework to support local adaptation action in a meaningful and efficient manner. Mayor Kinlay Dorjee from Thimphu, Bhutan, already a signatory of the Durban Adaptation charter, attended the workshop together with other international participants.
The workshop focused on three main themes:
1. Identify potential DAC governance mechanisms, including the creation of a Secretariat and how it will function and be funded, in order to ensure the long term stability of the initiative and provide support for local governments seeking to implement their commitments to the Durban Adaptation Charter.
2. Identify areas in which cities require support for the implementation of the Durban Adaptation Charter, and to propose appropriate mechanisms for meeting these needs. These ‘needs’ will be interpreted broadly, and may include (but will not be limited to) knowledge, technical support and financial resources.
3. Propose appropriate mechanisms for documenting progress made by cities in implementing the charter, and to assess the contribution that implementing the Durban Adaptation Charter makes to city resilience.
The Durban Adaptation Charter is the outcome of the “Durban Local Government Convention: adapting to a changing climate” – towards COP17/CMP7 and beyond; more information can be found on www.durbanadaptationcharter.org. ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. To facilitate this, ICLEI coordinates local government representation in several UN organizations. Our contributions in the form of side events, publications, verbal interventions and official background papers have been a consistent, major source of international attention to local initiatives and opportunities to enhance sustainability.

ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.
ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.
Technical and consulting services, as well as event organization, are provided on a contract basis, in a variety of areas including:
- Surveys, best practices identification and documentation, methodological research, and other studies;
- Development of pilot and demonstration projects;
- Fee-for-service technical consulting in key management areas relevant to local government.
- Organization of conferences, seminars, training courses tailored to the needs of local government experts.

ICLEI – Local Governments for Sustainability, over the last 20 years, has built considerable in-house research capacity drawing on inter-disciplinary teams of experts and practitioners across its offices worldwide.
