India Platform for GHG Emission Estimation and Analysis

Pathway: Low emission development

India’s last National Communication submitted to the United Nations Framework Convention on Climate Change (UNFCCC) covers national GHG emission estimates dating back to 2007. A state-wise analysis of the scenario depicts that only a handful of states have prepared state-level GHG inventories. Thus, a development of a time series of annual GHG emission estimates for India is essential.

The proposed multi-institution civil society platform for GHG emissions estimation and analysis for India (India Platform) has been conceptualized as a collaborative initiative to prepare current and historical annual GHG emissions estimates at the national level for India that are disaggregated by sector and sub- sector. This database can then be used for undertaking relevant analytic assessments in support of policy design and evaluation. The database produced and maintained by the India Platform will be available in the public domain to enable third-party use.

The project intends to prepare annual GHG emissions estimates across multiple sectors for India from year 2007 onwards, in line with the IPCC guidelines for National Emission Inventories and the National Communication documents.

The India Platform will have a Secretariat, whose role will be to coordinate platform activities and Sector Leads designated for each of the sectors will be responsible for the sector-specific activities and outputs.

As part of this multi-institution project, ICLEI South Asia is the sector lead for Waste Sector and is preparing GHG emission estimates for India for the Waste Sector. The methodological approach as prescribed by the 2006 IPCC guidelines for National GHG Emission Inventories is being followed and the assessment includes the municipal solid waste disposal, industrial wastewater and domestic waste water sub-sectors.

Advocacy

ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. To facilitate this, ICLEI coordinates local government representation in several UN organizations. Our contributions in the form of side events, publications, verbal interventions and official background papers have been a consistent, major source of international attention to local initiatives and opportunities to enhance sustainability.

Training

ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.

ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.

ICLEI – Local Governments for Sustainability, over the last 20 years, has built considerable in-house research capacity drawing on inter-disciplinary teams of experts and practitioners across its offices worldwide.
