Roadmap of South Asian Cities and Local Governments for the Post 2012 Global Climate Agreement and Actions

Pathway: Low emission development

This project is now concluded.

Recognising the significance of local governments in the formulation of appropriate climate mitigation and adaptation actions, this project seeks to help local governments in the region understand the impact of city-level carbon emissions and develop a regional consensus on local action plans via a network formed as a result of international negotiation processes on climate change in 2012.

Some outcomes of the project include City Energy Status Reports and a Carbon Emission Inventory for 54 large South Asian cities; and a platform for local governments to generate a South Asian consensus on global environmental goals in the post-2012 period.

The project develops city action plans as a guiding framework for addressing climate change issues at the local level. Also, a delegation comprising of local leaders from South Asia linked to the World Mayors Council on Climate Change (WMCCC) was formed to lead international negotiation processes at the COP 14 and the recent COP 17 in Durban, South Africa.

Advocacy

ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. To facilitate this, ICLEI coordinates local government representation in several UN organizations. Our contributions in the form of side events, publications, verbal interventions and official background papers have been a consistent, major source of international attention to local initiatives and opportunities to enhance sustainability.

Training

ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.

ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.

Technical and consulting services, as well as event organization, are provided on a contract basis, in a variety of areas including:

ICLEI – Local Governments for Sustainability, over the last 20 years, has built considerable in-house research capacity drawing on inter-disciplinary teams of experts and practitioners across its offices worldwide. Links and transfers on research and projects have been continuously extended with partners and relevant actors.
