The Ministry of New and Renewable Energy (MNRE), Govt of India, has identified significant potential for offshore wind (OSW) energy in the states of Tamil Nadu and Gujarat. MNRE’s strategy paper on OSW has outlined the development of 37 GW of OSW capacity off the coasts of Gujarat and Tamil Nadu by 2030. In early 2024, MNRE published India’s first tender (request for selection) in February 2024, for allocation of Tamil Nadu’s seabed areas to project developers towards establishment of OSW projects of 4 GW capacity.
In this context, the project supported the development of a guiding roadmap for Tamil Nadu state’s decision-makers and authorities to steer and support successful early-stage development of OSW energy ecosystem. The roadmap has been developed through literature review and analyses coupled with stakeholder consultations.
