The Competitive Procurement Center (CPC) has been established under the USAID Southeast Asia Smart Power Program (SPP) to foster the widespread adoption of advanced energy systems across ASEAN (Association of Southeast Asian Nations) countries. This CPC serves as a one-stop-shop for best practices and technical assistance on procurement of products and services relating to the energy transition. The CPC secretariat is based in Thailand.
CPC resources and services are tailored to market demands, encompassing comprehensive guidelines, best practices, and case studies. CPC offers template documents, technical assistance, and advisory services such as procurement planning, evaluation criteria, and technical standards. CPC aims to instill a procurement mechanism which involves a buyer issuing a tender for goods or services and comparing multiple bids from vendors.
The CPC consists of three pillars, which are –
- Leadership Council which guides the overall direction of the CPC, and two pillars and provide strategic direction, organize, and deliver support activities to stakeholders for competitive procurement.
- Procurement Storefront which serves as the primary interface between the CPC and its clients. It will house the research outputs from the Research Center and offer tailored services to meet the unique needs of each client.
- Research Center, which is responsible for market research and the development of primary and secondary research products based on the guidance from the Leadership Council on market needs and research priorities.
