Support a Project Management Unit for Tamil Nadu Green Climate Company (TNGCC)

Pathway: Zero-Emission Development

Technical support is provided by the PMU to the Tamil Nadu Green Climate Company to implement its objectives of operationalizing the three missions set forth by the Department of Environment, Climate Change and Forests, Government of Tamil Nadu, v.i.z. the three missions i.e., the Tamil Nadu Green Climate Mission, Green Tamil Nadu Mission and to operationalize the Tamil Nadu Green Climate Fund.

The DOECCF, in 2022, defined three state level missions to guide green and climate resilient development in the State of Tamil Nadu. The Tamil Nadu Green Climate Fund with a fund size of INR 1000 Crore was set up. The PMU will provide technical support and help operationalize the and the Tamil Nadu Wetlands Mission.

Tamil Nadu Climate Change Mission:

  • Key initiatives: Green Schools, Climate Smart Villages, Green Monuments, Blue Flag Beach certification, CM’s Green Fellowship, Climate Change Mission in 38 districts.
  • Ongoing studies: State Climate Budget exercise, Waste to Energy Pathway to Clean Power Generation, Reducing Emissions from Mass Transportation.

Green Tamil Nadu Mission:

  • Target of 2.5 crore seedlings 2021-23 – 2.8 crore achieved.
  • Request for 7.5 crore saplings for 2023-24.
  • 350 nurseries in 38 districts.
  • Toll free number for raising seedlings & grievances.
  • Dedicated website.

TN Green Climate Fund:

  • Investment focus areas: Eco alternatives, GHG reduction, Renewable Energy, Forest Conservation, Ecotourism, EV, Waste & Water Management, Sustainable Agriculture.

Advocacy

ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. To facilitate this, ICLEI coordinates local government representation in several UN organizations. Our contributions in the form of side events, publications, verbal interventions and official background papers have been a consistent, major source of international attention to local initiatives and opportunities to enhance sustainability.

Training

ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.

ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.

ICLEI – Local Governments for Sustainability, over the last 20 years, has built considerable in-house research capacity drawing on inter-disciplinary teams of experts and practitioners across its offices worldwide.
