East Asia Clean Air Cities (EACAC)

ICLEI East Asia serves as the Secretariat of EACAC, providing a long-term cooperation platform for East Asian cities committed to tackling air pollution through city-to-city exchange and collaboration. The main activities of EACAC include: 1) (co)organizing forums, workshops and study trips for capacity building; 2) facilitating participants' engagement; 3) compiling case studies on East Asian cities’ air quality management; and 4) mobilizing resources for future development of the program and its member cities. Under EACAC, ICLEI East Asia has provided the seed funding of the research project “Green Lung” in Ulaanbaatar (2017-2019), which promotes urban greening as a means to improve air quality in the city. ICLEI East Asia has also supported the Beijing Bureau of Ecology and Environment in strengthening its capacity on international cooperation (2018-2019), and deliver a bilateral research between Beijing and Seoul (2019-), focusing on the comparison of the two cities’ policies on the replacement of outdated boilers, vehicle control, fugitive dust management and seasonal control measures.

Advocacy

ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. To facilitate this, ICLEI coordinates local government representation in several UN organizations. Our contributions in the form of side events, publications, verbal interventions and official background papers have been a consistent, major source of international attention to local initiatives and opportunities to enhance sustainability.

Training

ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.

ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.

ICLEI – Local Governments for Sustainability, over the last 20 years, has built considerable in-house research capacity drawing on inter-disciplinary teams of experts and practitioners across its offices worldwide.
