South Asian mayors discussing climate change in Nantes, France

Calling for a bottom-up approach for cities to access global financing mechanisms for local climate action, the World Mayors Summit on Climate Change, jointly organized by Nantes, ICLEI – Local Governments for Sustainability and the World Mayors Council on Climate Change is convening in the City of Nantes, France from 27-28 September. On this occasion, over 100 mayors from 30 countries will demonstrate commitment and leadership on local climate action.

 

The summit, held under the patronage of François Hollande, President of the Republic of France and with the participation of the French Prime Minister, Jean-Marc Ayrault will be held back to back with the EcoCity World Summit 2013, 25-27 September. Both summits are part of Nantes’ program of events as the European Green Capital 2013.

 

Highlights of the program include a high-level dialogue on financing local climate action on the 27th, where current and future mechanisms and initiatives on financing local climate action will be discussed by local government leaders and representatives from international and regional financial institutions.

 

The 28th will see the adoption of the Nantes Declaration of Mayors and subnational Leaders on Climate Change that will set the foundation of the local government climate roadmap. The declaration will demonstrate commitments from cities towards the adoption of a necessary global climate regime to respond to the climate threat. The text will be presented at the UN conference on climate change in Warsaw in November (UNFCCC COP 19) and will accompany international negotiations on climate change until UNFCCC COP 21 in Paris in 2015.

 

The WMSCC will conclude on 28 September with an address from French Prime Minister, Jean-Marc Ayrault followed by a special forum with Dr. Naoko Ishii, CEO and Chairperson of the Global Environment Facility.

 

In view of cities’ continuous transformation and growth in the context of climate change, the summit also recognizes the need to define how different levels of government, businesses, investors, banks, financiers and development organizations can collaborate within a coordinated time frame to support low carbon and resilient community development in urban areas.

Strategic issues including regulatory and planning reforms, mainstreaming resilience into conventional redevelopment investments, the role of insurance, innovation of insurance products, and the mobilization of local and regional investment will be addressed in the meeting.

 

ICLEI South Asia is forming a delegation of South Asian cities to attend the event; currently, participants are confirmed from the Maldives, Sri Lanka, India and Pakistan.
