World Summit – Climate and Territories

The World Summit Climate and Territories which took place in Lyon, Rhone-Alpes’ Region brought together more than one thousand participants from all over the world. As we had hoped, more than half of the participants came from 73 other countries.
As was the objective, around half of the participants came from local and regional authorities; a third represented NGOs, civil society, and business; and the rest was made up of the press, academics, and experts.
This summit produced both a final political declaration and a list of commitments that fit into the "agenda of solutions".
These results were made possible thanks to:
- Workshops that met for six months prior to the Summit and brought together a large number of participants to work on ten themes relating to major environmental and climate issues.
- A meeting of all the major networks of local and regional authorities and NGOs from around the world.
This led to the creation of two very important documents:
- A final declaration outlining the commitments to action of the Major Groups recognised by the United Nations, as well as all the networks of local authorities from around the world. This is by far the most sweeping declaration that has ever been made by non-state actors. It highlights our priorities: the need for a territorial approach to the challenge of climate change, the strong link between climate and development, and the need to mobilise climate funding for the global South.
- These are very specific commitments to action, which were validated during a recognised event.
These commitments involve reducing CO2 emissions by 1.5 billion tonnes per 850 million inhabitants by 2020. This figure was calculated using 3 different "official" platforms overseen by the networks, with regular data reporting. These three platforms all register their commitments on NAZCA. This represents 15% of the effort that must be made by 2020 to keep global temperature increase to less than 2°C, and represents a firm, quantifiable, and verifiable commitment of 11% of the world’s population.
Beyond this, all the major networks have committed to mobilising their members to keep global warming to 2° by 2050. Through their members, these networks represent more than two-thirds of the global population.
The other main characteristic of this Summit is that it did not occur in isolation. Rather it was part of a long line of Summits that were all represented: Casablanca for women, Marseille for the Mediterranean, Yamoussoukro for Africa, and now Toronto for North America and Bogotá for South America. Furthermore, the Mayor of Paris will carry all of this work forward during events related to the Paris conference.

ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. To facilitate this, ICLEI coordinates local government representation in several UN organizations. Our contributions in the form of side events, publications, verbal interventions and official background papers have been a consistent, major source of international attention to local initiatives and opportunities to enhance sustainability.

ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.
ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.
Technical and consulting services, as well as event organization, are provided on a contract basis, in a variety of areas including:
- Surveys, best practices identification and documentation, methodological research, and other studies;
- Development of pilot and demonstration projects;
- Fee-for-service technical consulting in key management areas relevant to local government.
- Organization of conferences, seminars, training courses tailored to the needs of local government experts.

ICLEI – Local Governments for Sustainability, over the last 20 years, has built considerable in-house research capacity drawing on inter-disciplinary teams of experts and practitioners across its offices worldwide.
