Low emission development pathway

The low emission development pathway curbs climate change, creates new economic opportunities and improves the health of human and natural systems.

Through this pathway, local and regional governments reduce environmentally harmful pollutants and greenhouse gas emissions from heating, cooling, lighting and food systems, and reduce noise. They reduce greenhouse gas emissions in all activities, especially in transport, waste and buildings. They aim for carbon neutral infrastructure and operations by mid-century, and usher in a renewable energy era, by committing to 100 percent renewable energy, divesting from fossil fuels and using nature-based solutions. They promote sustainable passenger and freight mobility, prioritize clean fuel policies and electric vehicles from renewable energy, and give priority to people-centered mobility solutions.

Projects

CapaCITIES Phase-I

The goal of the project was to strengthen the capacities of Indian cities to identify, plan and implement measures for achieving lower greenhouse gas emissions growth path and enhancing resilience to climate change in an integrated manner.

Urban LEDS II – Accelerating Climate Action through the Promotion of Urban Low Emission Development Strategies

The project aims to contribute to the reduction of GHG emissions in cities/towns in emerging economies (Brazil, Colombia, India, Indonesia and South Africa), and least developed countries (Bangladesh, Lao PDR and Rwanda).

Asia Low Emission Development Strategies Partnership

The Asia Low Emission Development Strategies (LEDS) Partnership is a voluntary regional network that promotes and enables low-emission, climate-resilient development across the Asia and Pacific region through peer-to-peer learning, knowledge sharing, and improved coordination and cooperation among governmental and non-governmental partners.

EcoLogistics: Low Carbon Freight for Sustainable Cities

The project aims to highlight EcoLogistics as a priority area for local and national governments as till now EcoLogistics is barely considered, in spite of its heavy contribution to GHG emissions. The project will also aim at raising awareness, developing policies, action plans, and guiding the project cities in reducing emissions in order to meet the ambitions of NDCs.

Capacity Building Project on Low Carbon and Climate Resilient City Development in India (CapaCITIES Phase II)

The goal of CapaCITIES is to strengthen the capacities of Indian cities to identify, plan and implement measures for achieving lower greenhouse gas emissions growth path and enhancing resilience to climate change in an integrated manner.

Climate Footprint Project

The Climate Footprint Project supports state and regional governments to improve their greenhouse gas emissions tracking and reduction efforts.

Project Management Unit (PMU) for the Department of Environment, Climate Change, and Forests, Government of Tamil Nadu

The overall objective of the project is to support the Department of Environment, Climate Change, and Forests (DoECCF) in setting up an inclusive Project Management Unit (PMU) for the first year (01 January 2022 – 31 December 2022), to support the Mission Director’s office to develop plans and implement climate-resilient and sustainable actions through proactive interdepartmental coordination strategies, innovative climate actions, and financing models.

Mainstreaming Climate Action in Indian Cities

The project aims to mainstream climate action in three cities in Andhra Pradesh.

Transforming adoption of E-Rickshaws in Indian Cities

ICLEI South Asia would develop and implement a pilot in two Indian cities to demonstrate the possibility and potential through planned operations of E-rickshaws.  The proposed demonstration approach includes creating conditions for the planned inclusion of E-rickshaws into the city mobility system. The approach would address the root causes of the key barriers such as ad-hoc growth of mode, the lack of information and awareness, the policy and planning challenges, limited institutional capacity, and charging infrastructure and range anxiety. It would supports cities to implement short-term (e.g. demonstrations) measures for achieving the desired transformation.

Global Covenant of Mayors for Climate & Energy (GCoM) South Asia helpdesk: Support Services for the Covenant of Mayors and International Urban Cooperation

The Global Covenant of Mayors for Climate & Energy (GCoM) South Asia helpdesk was hosted by the ICLEI Local Governments for Sustainability, South Asia. The helpdesk provided administrative, logistical, and technical support to signatory cities, as well as those cities interested in joining the initiative and other stakeholders.

Technical assistance to IEMF Program ‘Utility Anchored Charging Infra Policy and Program Development’ to ‘Develop policies for Kerb-side EV Charging” proposed to be anchored by Utilities in cities such as Delhi’

The project aims at the development of Policies supporting Kerb-side charging and getting approval/support from relevant governing bodies/ULB/authorities.

Consultancy services to improve Ambient Air Quality in Ahmedabad Municipal Corporation limit, under 15th Finance Commission

Performance-based grant has been allocated by MoEFCC to Ahmedabad Municipal Corporation under 15th Finance Commission to improve Ambient Air Quality within Municipal Corporation limits through establishing and strengthening institutional mechanisms, preparation of micro action plan, identifying hotspots, implementation of actions/ interventions to reduce air pollution, monthly monitoring and reporting in predefined formats to GPCB as well as to the implementation committee every three months, etc.

Building City Leadership on Clean Air Action in Delhi National Capital Region (NCR)

ICLEI South Asia aims to support the Municipal corporations of the cities within Delhi NCR to take ownership of their actions related to air quality improvement by creating awareness and facilitating coordination within various implementing agencies to develop replicas, tried, and tested approaches through pilot interventions.

Supporting Indian cities to take leadership on electric vehicle

The project aims to develop a comprehensive understanding of the existing status of electric vehicle eco-systems, infrastructure availability, governance, and institutional capacity at national, state and city government level. The findings will be used to develop a cities engagement approach for electric vehicles (EV) transition.

Initiating an Urban Cooling Plan for Rajkot

The project aims to support the city of Rajkot to address extreme heat and rising cooling demand by commencing the preparation of an Urban Cooling Action Plan and related capacity building, stakeholder coordination, and matchmaking.

Strategies for enabling utility-scale energy storage in Indian cities

The project aims to undertake an assessment/study to identify opportunities, needs, and enabling strategies for coordinated action between DISCOMs and city-level authorities to promote utility-scale energy storage in two Indian cities. The study will help highlight linkages between urban planning and energy/power planning and generate awareness on the potential of coordinated efforts to achieve large-scale deployment of RE and EV enabled through BESS.

UrbanShift (formerly known as Sustainable Cities Impact Program Global Platform or SCIP-GP)

The objective of the UrbanShift project is to support cities pursue integrated urban planning and implementation that delivers impactful development outcomes with global environmental benefits (GEBs). The UrbanShift as a global program & offer complements the National Child Projects in 9 countries (also being developed under GEF-7 period) and specifically serves the local governments with a global support offer.

Preparation of Bihar State Waste Sector GHG Emissions Inventory and Action Plan

The project seeks to support the state government of Bihar in strengthening its waste management profile through baseline assessment, gap analysis, and formulation of a low carbon action plan along with a detailed GHG emission inventory of the waste sector.

Exploring Utility of Google Environment Insight Explorer for Urban Local Bodies in India

Assess the capabilities of Google- Environment Insights Explorer (EIE) for climate action planning of Indian cities considering Google’s activity data for the transport sector and Green House Gas (GHG) emissions estimated for identified Indian cities.

Roadmap of South Asian Cities and Local Governments for the Post 2012 Global Climate Agreement and Actions

This project supported the South Asian local governments to understand contribution of city level carbon emissions and to develop regional consensus on local action plans to address climate change issues and to build a network to contribute to the post 2012 international negotiation processes on Climate Change.

TUMI E-Bus Mission

TUMI E-bus mission will contribute significantly to the goal of creating sustainable urban transport systems and support 20 deep dive cities in their transition towards electric bus deployment and upscale these efforts to 100 mentee cities until the end of 2022.
