Community Engagement at Ward Level to Define LAPA Adaptation Interventions

As a part of the preparation of the Inclusive Local Adaptation Plan for Adaptation (LAPA) for Karjanha and Dhulikhel Municipalities in Nepal under Climate and Development Knowledge Network (CDKN) III, ICLEI South Asia conducted ward-level community consultations across all the wards in the municipalities between 16-25 June 2025. These consultations were conducted to identify locally relevant climate adaptation interventions to address the impact of climate change that were identified during the urban system analysis and vulnerability assessment in August and September 2024.
The discussions focused on gathering local insights across key vulnerable sectors such as drinking water, agriculture, solid waste, wastewater, and forests. Community members were consulted through a structured set of guiding questions designed to explore:
- Sector-specific climate impacts and priority issues.
- Ongoing interventions by local government and stakeholders .
- Additional needs and practical, scalable solutions that are both traditional and modern.
- Available local resources and knowledge that can support implementation.
- Types of support needed from the municipal, provincial, and national levels.
- Barriers to implementation and ways to overcome them .
- Mechanism for monitoring, evaluation, and community participation.
These consultations provided an overview of ward-specific adaptation intervention needs and helped to list out the required actions to fulfil them. A set of proposed activities was presented to the climate core team at the Karjanha and Dhulikhel municipalities to assess their feasibility for implementation through internal resources or co-funding from external partners.
