Stakeholder Workshop Focuses on Accelerating E-Mobility in Himachal Pradesh, Emphasizes State-Level Roadmap and City Action Plans

In a significant move towards promoting sustainable transportation, a diverse group of stakeholders convened in Shimla on 5th July 2024 for a workshop aimed at accelerating electric mobility (E-Mobility) in Himachal Pradesh. Organized by the Directorate of Transport with technical support from ICLEI South Asia, the event brought together 50 stakeholders from the public and private sectors, including electric vehicle (EV) manufacturers, charge point operators, financial institutions, policymakers, and environmental experts, to discuss a comprehensive roadmap for electrifying transportation across the state.

Workshop Objectives and Focus Areas
The workshop primarily focused on the formulation of a state-level roadmap for E-Mobility in Himachal Pradesh, outlining strategies for the large-scale deployment of electric vehicles (EVs), while also highlighting the importance of developing city-specific action plans for Shimla, Mandi, Baddi, Hamirpur and Dharamshala. The goal was to create a coordinated and scalable approach to EV adoption that would address the unique geographical, economic, and social challenges of the state.Himachal Pradesh’s green mobility vision is part of its broader climate goals, which aim to reduce carbon emissions, enhance air quality, and position the state as a leader in sustainable transportation in hilly regions. With a focus on integrating electric vehicles into public and private transport systems, the workshop sought to align the interests of various stakeholders to create actionable plans for rapid EV expansion.
Key discussion points in the Workshop

1. State-Level Roadmap for E-Mobility
The workshop outlined the need for a state-wide strategy that would provide a structured framework for EV adoption. This roadmap would include infrastructure development and mechanisms for financing large-scale deployment of EVs. Government officials assured to prioritize policy interventions that support EV-friendly infrastructure, including fast-charging networks especially along key tourist routes and highways.A notable point of discussion was the need to tailor the roadmap to the state’s unique topography, ensuring that EV infrastructure is resilient in mountainous terrains and accessible to both locals and tourists.

2. City-Level Action Plans
Special attention was given to the development of city-specific action plans for urban centers like Shimla, Mandi, Hamipur, Baddi and Dharamshala, which face heavy vehicle congestion due to tourism and local commuting. These plans would include setting up citywide EV charging networks, incentivizing electric public transportation systems, and integrating e-mobility solutions into the tourism sector. Each city’s action plan would take into account its local needs, infrastructure capacity, and population dynamics.
For instance, Shimla’s action plan may focus on replacing existing public buses with electric alternatives and introducing electric taxis. Dharamshala, a hub for both tourism and residential growth, would benefit from an integrated approach that supports both public and private EV users.

3. Policy Support and Legislative Frameworks
Participants called for stronger policy frameworks that streamline the implementation of e-mobility solutions. This includes fast-tracking permits for EV infrastructure, ensuring grid capacity for fast-charging stations.The government expressed its intent to streamline coordination framework to promote E-Mobility.

4. Tourism and E-Mobility Integration
Given Himachal Pradesh’s position as a leading tourist destination, the workshop highlighted the immense potential of integrating electric mobility into the tourism sector. A sustainable tourism initiative could include providing electric vehicle options for tourists, introducing e-buses for sightseeing tours, and promoting eco-friendly travel packages. Such initiatives would not only reduce carbon emissions but also strengthen the state’s reputation as a green destination.

 

Next Steps and Commitments
The workshop concluded with a strong commitment from all stakeholders to accelerate the implementation of the state-level roadmap and the city-specific action plans. Several participants announced pilot projects aimed at scaling EV charging networks in select urban centers, while government officials pledged to fast-track policy approvals and provide necessary incentives to facilitate EV adoption.The event was a crucial step towards building a sustainable and resilient e-mobility ecosystem in Himachal Pradesh, bringing together key players to address the challenges and opportunities that lie ahead.
