City Resilience Index

Pathway: Resilient Development

ICLEI South Asia in collaboration with Arup and Municipal Corporation of Shimla has created a Resilience Profile using the City Resilience Index (CRI) in Shimla. The project was undertaken in 2015 with all the support from Rockefeller foundation.

The main objectives of the CRI is to improve Shimla’s understanding of the range of systems and factors that contribute to the resilience of the city as a whole, and also to establish a benchmark from which to track the future progress of the city.

The CRI assesses resilience across four dimensions – health and wellbeing; economy and society; infrastructure and environment; and leadership and strategy. Underpinning these four dimensions, there are 12 indicators that Shimla city should strive towards in order to achieve resilience.

Advocacy

ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. To facilitate this, ICLEI coordinates local government representation in several UN organizations. Our contributions in the form of side events, publications, verbal interventions and official background papers have been a consistent, major source of international attention to local initiatives and opportunities to enhance sustainability.

Training

ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.

ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.

ICLEI – Local Governments for Sustainability, over the last 20 years, has built considerable in-house research capacity drawing on inter-disciplinary teams of experts and practitioners across its offices worldwide. Links and transfers on research and projects have been continuously extended with partners and relevant actors.
