Asian Development Bank (ADB) has approved the knowledge and support technical assistance (TA) on 10 August 2022 to prepare Green City Action Plans (GCAPs) in 14 select cities in Malaysia under the 12th Malaysia Plan, 2021–2025. The framework contract was signed on 9 June 2022. The present subproject (1) is one of three subprojects under the TA, and it will support to the 4 Malaysian Cities: Langkawi, Penang, Kota Bharu, Kuching. This subproject will support subproject (1) output (1) development of GCAPs for four cities, each with a pipeline of quality infrastructure projects, and subproject (1) output (3): Capacity of four cities, to develop and implement green city action plans and capital investment plans, strengthened.
- Inception Report covering Output 1 and Output 3 needs assessments and Resilience Toolkit (1 report for 4 cities)
- Interim Report (1 report for 4 cities):
- Output 1 report (economic, social, gender, climate, physical, and transition risk profiles and COVID-19 impacts including baseline assessments, climate vulnerability and GHG emission assessments; identification of priority sectors, and initial green and QII project long list for each city)
- Output 3 report (4 capacity building programs and related modules for technical and managerial capacity building and knowledge products (including policy briefs) for planning and procuring QII projects, and draft green city communication and outreach strategies)
- Green City Action Plan (GCAP)
- Green City Action Plans with QII project pipeline, concept plans, and initial estimated project costs for each city (4 reports for 4 cities)
- Prefeasibility study of a priority QII project (minimum one project under the subproject), which include technical, economic, financial, and environmental and social safeguards analysis.
- Capacity Building
- Conduct hands-on training under four capacity programs (1 for each city)
- Communication and outreach strategy/plan (1 for each city)
- Conduct outreach workshops for engagements with the private sector (both domestic and international), and local communities, civil society, and youth.
- Subproject completion report (1 report for 4 cities)
