Making cities sustainable and resilient: Implementing the Sendai Framework for DRR 2015-2030

The United Nations Office for Disaster Risk Reduction (UNDDR) has been promoting Disaster Risk Reduction (DRR) as well as the ‘Making Cities Resilient’ Campaign (MCR) with the aim of strengthening the capacity of cities and local governments in DRR and the implementation of the Sendai Framework for Action. ICLEI Africa was appointed to provide technical assistance to 50 local government from Sub-Saharan Africa to carry out self-assessments at the local level in order to support implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. Beneficiary cities were selected based on specific criteria including level of risks, demand and interest shown, involvement of other partners and the level of institutional capacity to assess and address disaster risks, as well as prior experience and participation in the making Cities Resilient Campaign and other factors. The project targeted issues related to the development and implementation of risk-informed local development plans, with direct relation to increased capacity to deal with the topic and monitoring for improved public services to communities.

Advocacy

ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. To facilitate this, ICLEI coordinates local government representation in several UN organizations. Our contributions in the form of side events, publications, verbal interventions and official background papers have been a consistent, major source of international attention to local initiatives and opportunities to enhance sustainability.

Training

ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.

ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.

ICLEI – Local Governments for Sustainability, over the last 20 years, has built considerable in-house research capacity drawing on inter-disciplinary teams of experts and practitioners across its offices worldwide. Links and transfers on research and projects have been continuously extended with partners and relevant actors.
