Adaptation to Climate Change | Evidence-based Innovative Solutions for South Asian Cities

The Youth and Sustainability team at ICLEI – Local Governments for Sustainability, South Asia, announces the launch of the ‘Youth for Climate Hackathon’. Designed to bring together young minds to develop innovative,scalable, and impactful solutions to the climate crisis, the hackathon is guided by the COP30 Agenda and the ICLEI Pathways, ensuring that creative ideas can evolve into actionable, context-specific projects for the South Asia region.

Themed ‘Adaptation to Climate Change | Evidence-based Innovative Solutions for South Asian Cities’,the hackathon begins on 25 April 2025 for young adults aged 18 to 25 from South Asia.

Under ICLEI South Asia’s pioneering leadership, the hackathon will be supported by knowledge platforms and networks. Regional partners in the youth and sustainability space will support dissemination, participation and conducting of webinars on climate between April and October 2025.

Hackathon Details:

 

1. Eligibility Criteria:

  1. Age group: Participants should be between 18 and 25 years old.
  2. Geographic eligibility: Open to individuals from South Asian countries.
  3. Participant backgrounds: We welcome students, young professionals, entrepreneurs, and startups working in sustainability and innovation.
  4. Relevant Fields – We invite people from diverse fields, such as climate science, urban and
    environment planning, social science, economics, mobility, energy, biodiversity, and other disciplines.
  5. Team Composition: Teams may comprise 1 to 4 members to encourage both individual and collaborative efforts.

2. Theme: Adaptation to Climate Change | Evidence-based Innovative Solutions for South Asian Cities.

3. Expected output: Participants will select a city and propose context-specific, innovative solutions that address its real-time challenges, tailored to local needs and priorities.

4. Submission Format:

  •  A1 size Poster Presentation.
  •  A4 Summary of 500 words (1 page, font size 11) – Must include problem statement,proposed solutions, feasibility, scalability, and sustainability impact.

5. Evaluation:

  1. Internal Screening – Based on eligibility
  2. External Jury Round – Selection of top 5 ideas
  3. Presentation of the Top 5 ideas
  4. Winner Announcement

6. Criteria for selection (Total – 100 points):

  1. Depth of understanding of the issue – 15 points
  2. Contextual relevance of the solution – 15 points
  3. Innovation and creativity – 20 points
  4. Feasibility and practicality – 15 points
  5. Potential for scalability – 10 points
  6. Sustainability impact – 15 points
  7. Alignment with relevant Sustainable Development Goals (SDGs) – 10 points

7. Guidelines for poster submission:

  1. Identify the challenge/ problem
  2. Highlight city-specific needs
  3. Outline the innovative solution
  4. Detail local actions/ strategies/ practical solutions
  5. Present potential impacts/ outcomes.

8. Awards & Recognition: Winners will receive prizes and opportunities to intern with ICLEI South Asia.

Dechen became a part of ICLEI South Asia in November 2023. Holding a bachelor’s degree in civil engineering from Delhi Technological University, she brings valuable expertise to her role. Before joining ICLEI South Asia, she gained practical experience through an internship with the Public Works Department under the Government of Delhi. Furthermore, Dechen has contributed to the field by publishing a research paper titled “Study of Traffic Flow for Estimation of Level of Service.” Passionate about environmental issues, Dechen’s interests span across ESG, smart cities, energy efficiency, and sustainability.

Rick Sarkar joined ICLEI South Asia in October 2024. He holds a Bachelor’s Degree in Journalism and Mass Communication from Calcutta University, as well as a Master’s degree in the same field with a specialization in Science and Technology Communication from Jadavpur University.

Before joining ICLEI South Asia, Rick worked with Limitless Stree and V-Force, an initiative by United Nations Volunteers India, where he gained valuable experience in community engagement, campaigning and communication. His diverse experience and expertise in science communication align with ICLEI’s mission to promote sustainable urban development and environmental awareness across South Asia.

Manasa Garikaparthi is an urban design and social development professional, dedicated to fostering people-centric urban planning that promotes environmentally sustainable and socially equitable development. With a passion for addressing the complexities of social, cultural, and ecological systems in cities, she is committed to creating innovative solutions that shape resilient urban environments.

Manasa holds a degree in Urban Design from SPA Delhi (2018) and an MSc in City Design and Social Sciences from the London School of Economics (2024), funded by a Commonwealth Scholarship. Over the years, she has contributed to strategic urban planning initiatives, including smart city projects, city decongestion strategies, comprehensive mobility plans, streetscape designs, transit-oriented development and water-sensitive urbanism.

Her professional experience includes working with renowned organizations such as Prior + Partners (London), Aecom (Gurgaon) and Oasis Design Inc. (Delhi). Manasa has also represented India in prestigious forums, including the International Society of City and Regional Planners (ISOCARP) Young Planning Professional workshops in Qatar and Spain, and the EU +CityxChange Sustainable Energy in Cities initiative in Norway.

Dipak joined ICLEI South Asia in August 2021. Prior to this, he interned at the Narayanganj City Corporation where his key responsibilities were to monitor air quality and develop planning strategies for reducing carbon emissions. He has also worked as a Monitoring & Evaluation Officer in Practical Action where he assisted in the project “Improved Cok Stoves (ICS) in Bagerhat district”. He has also worked in an action research project on urban agriculture, mitigating the urban heat island effect and improving the quality of life of urban poor supported by the Food and Agriculture Organization (FAO) of the United Nations. He has a Bachelor’s Degree in Urban & Regional Planning from Chittagong University of Engineering & Technology (CUET) and a post-graduate diploma in International Relations from the University of Dhaka.

Satarupa Roy joined ICLEI South Asia in January 2025. She holds a Master’s in Urban Planning from the School of Planning and Architecture, New Delhi, and a Bachelor’s in Architecture from PIADS, Nagpur. She brings over six years of multidisciplinary experience in planning and architecture, specializing in sustainable urban environments. Her expertise spans climate resilience, urban governance, assessment frameworks, urban service delivery, digital initiatives, urban innovation, water-sensitive urban design, heritage conservation, and community participation.

Before joining ICLEI South Asia, she contributed to transformative projects with organizations such as the Ministry of Housing and Urban Affairs (MoHUA), where she served as an India Smart Cities Fellow (ISCF), the National Institute of Urban Affairs (NIUA) under the Water and Climate Vertical and various urban local bodies. She has several publications to her name, including a book chapter with the Asian Development Bank Institute (ADBI). She has also received numerous accolades during her academic and professional journey, including the Geospatial Data Stories Challenge Award.

As a Senior Project Officer with ICLEI South Asia, she plays a key role in advancing sustainable urban development by leveraging her expertise in climate resilience, data-driven decision-making, digitalization, water-sensitive cities, nature-based solutions, disaster risk resilience, community-driven initiatives, and capacity building.

Shinjini joined ICLEI South Asia in February 2025. She is an architect and urban designer with over five years of experience in the development sector. Her work has focused on employing a multi-disciplinary approach, spanning policy, planning, and design, to address cross-sectoral challenges, particularly those related to climate change and associated urban transitions. Prior to this, she worked as Project Officer (Transport) for the UrbanShift PMU at NIUA, where she contributed to the adoption of low-emission, climate-resilient, and nature-positive solutions. Additionally, she has collaborated with multiple central and state government agencies on diverse urban projects, policies and research, both domestically and internationally.

Shinjini has provided technical support in formulating the U20 White Paper for Reinventing Frameworks for Urban Planning and Governance as part of the core research team under India’s G20 presidency. She was part of the US/ICOMOS International Exchange Programme where she conducted research under the guidance of the SDG Working Group and University of Virginia, Monticello. She was engaged as an external juror for mid-semester and end-semester evaluations at The Design Village and was Session Co-chair for Climate Resilient Urban Planning as part of the 60th ISOCARP World Planning Congress.

1. Is there any registration fee?
Answer : No, there is no registration fee.

2. What is the duration allotted for the final presentation? What is the expected number of presentation slides?
Answer :
The Top 5 ideas will be briefed on the process in due time.

3. Are there any other relevant details or documents available (such as a rulebook or previous year’s presentations for reference)?
Answer : No documents or references are currently available; however, the guidelines’ document will be shared with all participants.

4. What is the duration and location of the competition?
Answer : The hackathon will be conducted online for all participants, except for the final round, which will be held in a hybrid format in New Delhi, India, for the teams with the Top 5 selected ideas. The overall duration of the hackathon is from April 25 to October 8th/9th, 2025.

5. Will participation certificates be provided?
Answer : Qualified candidates from the submitted entries are eligible for Participation Certificates.

6. What are the knowledge-sharing webinars?
Answer : The knowledge-sharing webinars are interactive sessions designed to build participants’ capacity by providing valuable insights, tools, and case studies related to urban resilience and climate adaptation. These webinars will be conducted during and after the submission phase of the hackathon. Their purpose is to support participants in developing stronger, evidence-based solutions to the challenges presented. Experts and practitioners will share relevant experiences, data sources, and best practices that can help teams refine their ideas and approaches.

7. What and when will be the orientation webinar?
Answer :
The orientation webinar will be conducted 8th July 2025, Tuesday, from 4:00-5:00 PM (IST). It is highly recommended for all participants to attend this session, as it will provide a clear understanding of the hackathon process, the central theme, and the expected outcomes. Additionally, the session will include a Q&A segment to address any questions or concerns participants may have.

1. What is the submission date and time? Is there any submission link?
Answer : After the registration deadline, eligible participants will be updated on the submission deadline (date & time) and provided with guidelines for the hackathon including links to upload the submissions.

2. Will you be providing any specific guidelines, formatting requirements, or judging criteria that should be followed for the submission?
Answer : All participants will receive a toolkit containing the hackathon brief, which includes evaluation criteria, submission guidelines, submission formats, and references.

3. Will participants receive confirmation or feedback after submitting their information?
Answer : Yes, participants will receive a confirmation message once they have successfully uploaded their files and submitted the Google Form. However, individual feedback on submissions will not be provided. Please note that only one final submission is allowed before the deadline. No edits or additional submissions will be accepted once the deadline has passed.

4. Why was our submission not considered?
Answer : Please note that submissions will not be considered under the following circumstances:

  1. Failure to meet the submission deadline
  2. Incomplete entries (e.g., missing poster, summary or references)
  3. Non-compliance with the prescribed submission format
  4. Submissions sent via email instead of the designated submission form
  5. Multiple submissions made by the same team
  6. Submission that does not correspond to the specified topic or thematic focus

1. Can the team members be changed after registration?
Answer : No, team changes are NOT allowed. If at least one member of the team meets the eligibility criteria, the registration is considered valid. Remaining members, who do not meet the eligibility criteria are disqualified from participating and will not receive participation certificates for the submitted entry.

2. Can new team members be added after registration?
Answer : No, new members cannot be added after registration.

3. What are the opportunities for the participants with the Top 5 ideas?
Answer : Participants whose ideas rank among the Top 5 will have the opportunity to present their solutions before an expert jury and participate in ICLEI South Asia’s flagship event. In addition, winning teams will be awarded cash prizes and offered internship opportunities at ICLEI South Asia, providing valuable exposure and hands-on experience in the field of urban climate resilience and sustainability.

4. Why were our registrations not considered?
Answer : Registrations are evaluated based on strict adherence to the stated eligibility criteria. Teams or participants who did not meet the requirements as mentioned below were not considered eligible for participation:

  1. Age Group between 18 and 25 years old.
  2. Geographic Eligibility: Open to participants from South Asian countries*.
  3. Team Composition: Teams can have 1 to 4 members.
  4. Wrong information about the above criteria.
  5. Registration before 15th June, 2025 11:59pm IST.

Note: Registrations will be only accepted from countries where ICLEI South Asia has an office, ongoing projects, or active site to ensure winning teams are provided internship opportunities in the later phase of the hackathon without any challenges.

5. Why was our registration considered partially eligible?
Answer : Participating teams or individuals are considered as partially eligible if at least one member in the team meets the eligibility criteria, with missing/incomplete details in their registration, such as:

  1. Individual age of team members
  2. Teams composed of both eligible and ineligible members
  3. Team members from outside South Asian countries*.
  4. Teams with more than four members

*Note: Only entries having all the details of registered team members meeting the eligibility criteria will be considered during submission.
