ADB is spearheading the development of Green City Action Plans in the BIMP-EAGA region to accelerate climate resilient economic development in the region. Kota Kinabalu city in Sabah Province in Malaysia is selected as the first pilot city in this region.
The Regional Cooperation and Operations Coordination Div, SERD of Asian Development Bank (ADB) mandated ICLEI-South Asia to develop a Green City Action Plan for the city of Kota Kinabalu following a multi-stakeholder consultative process.
ICLEI South Asia ascertained the baseline conditions of municipal service delivery and urban sectors in Kota Kinabalu through requisitioning information, via sector-wise data templates. A Green House Gas Emissions Inventory and climate vulnerability assessment was prepared through a series of face-to-face interactive workshops with representatives of all concerned departments and stakeholders. Priority sectors, infrastructure projects and policy solutions for low-carbon climate-resilient development in Kota Kinabalau were defined, also addressing the scale of finance and viable implementation models.
