Baseline Study for 3 Partner Cities – Kochi, Coimbatore, Bhubaneswar under GIZ Climate Smart Cities Programme

The Climate Smart Cities (CSC) programme intends to enable the identification and consideration of climate change and its impacts in the planning and implementation of projects considered in the roll-out of the Smart City Plans in the three cities of Bhubaneswar (Orissa), Coimbatore (Tamil Nadu) and Kochi (Kerala). Subsequently, scope for up-scaling these actions to other cities will also be assessed. The project will also contribute to realisation of Sustainable Development Goals 11 and 13.

It is envisaged by GIZ that the intended study “Baseline Study in Three Smart Cities under the CSC programme”, which is the subject of this proposal, will result in the following:

• An understanding of the city baseline with reference to existing climate change measures
• An assessment of the climate mitigation and adaptation potential of the smart city proposals of the cities, considering an impact horizon of 30 years
• Prioritization of two sectors in each city, wherein projects with significant climate change mitigation impact can be developed
• Identification of one or two mitigation projects per priority sector and assessment of the GHG emissions reduction potential of each project, over a 30 year period
