The European Union funded project aims to improve the Urban Local Governments capacity to perform as development actors for improving local quality of life in an inclusive manner. The project supports local authorities/governments to create, enable and institutionalize equitable and inclusive governance mechanisms, with an aim to support development of smart and sustainable growth in cities.
This initiative will include 4 Indian cities — Ajmer (Rajasthan), Jabalpur (Madhya Pradesh), Karnal (Haryana), and Warangal (Telangana), in diverse settings, to build local capacities for implementing city based projects thorough active participation of local communities. The project will involve the development of a toolkit and guidelines – to be called as PROMISE Tool – for outcome based planning and evaluation with focus on prioritisation of municipal project.
The proposed PROMISE tool will help to strengthen engagement, managerial and technical capacities of Urban Local Bodies (ULB’s) to partner and jointly implement and/or evaluate outcome based projects in the city.
The project focuses to build capacities of the local government to better leverage the opportunities available under national programs such as Smart City Mission, AMRUT, HRIDAY, Housing for all and Swachh Bharat Mission through well-defined criteria for project evaluation and implementation.
