The Zero Carbon Building Accelerator (ZCBA), a program launched in 2021 by WRI and supported by the GEF and UNEP, aims to support countries and cities in building decarbonization by 2050.
City-scale work:
Nagpur city is one of six sub-national governments that have joined the ZCBA in 2022 and will work to define their own goals, analyze the gaps in their current situation and identify the unique actions needed to curb emissions and improve quality of life for residents through whole lifecycle building decarbonization.
ICLEI South Asia will work as a Local Lead Partner to support Nagpur city in development of a local action plan for building decarbonization.
Regional-scale work:
Additionally, as Regional Lead Partner of ZCBA for South Asia, ICLEI South Asia will manage and undertake activities for experience sharing and knowledge dissemination on building decarbonization in the region.

- Undertake multi-stakeholder mapping and engagement to understand the priorities, opportunities, and challenges for zero carbon building actions.
- Identify short, medium and long-term goals along with actions and policies for building decarbonization through baseline assessment, gap analysis and stakeholder inputs.
- Develop and support the adoption of a local-level action plan for building decarbonization that outlines actions to achieve decarbonization goals.
Regional-scale work:
- Develop, promote, and host at least 2 events, trainings, or workshops on building decarbonization for cities and countries in South Asia region. The existing network of the Asia LEDS Partnership’s Community of Practice (CoP) on Building Energy Efficiency (BEE) would be leveraged for the regional-scale knowledge sharing.
- Promote and disseminate goals, activities, knowledge and experiences from ZCBA network in the region.
- Participate and engage in Global ZCBA network calls and ZCBA webinars and trainings.
Outputs:

- Mapping of stakeholder and engagement of stakeholders on state-of play, opportunities and challenges at local level related to decarbonization across the building lifecycle.
- Review of national, state and local policy frameworks and guidelines on building efficiency and decarbonization.
- Data gathering for baseline assessment.
Regional-scale work:
- Scoping of topics for knowledge sharing and re-engagement of participants from existing ALP’s CoP on BEE.
- Action plan report for Nagpur city on building decarbonization.
- Conduct of 2 knowledge sharing events, trainings, or workshops for South Asia region and delivery of event summaries.
