Investment Grade Audit of the Melaka Road Lighting Project

The Melaka State Government, the Office of Public-Private Partnership of the ADB and the South East Asia Department of the ADB agreed to work jointly in the preparation of a viable project for replacement of HSV streetlights in Melaka State with energy efficient LED street lights. After assessing the feasibility of such a replacement, the ADB has contracted ICLEI – South Asia to carry out an investment grade energy audit study  to enable the development of a viable business model for replacement of HPSV streetlights across Melaka state in four districts i.e. Melaka, Alor Gajah, Jasin and Hang Tuah Jaya. This audit will cover a total of 107,525 streetlights installed by local governments (PBTs) and the electricity supply company i.e. Tenaga Nasional Berhad (TNB). The energy audit study will cover sample size of 10% of the existing asset inventory, which amounts to 10,753 streetlights across the state, representing the entire 107,525 lights in the state.

Objectives and Outputs

The investment grade audit study includes the following:

• Assessment of existing luminaire asset inventory records.
• Conducting a field survey that shall be used as baseline analysis for the Project.
• Updating the technical findings of the Scoping Study: Recalculating the power (kW) demand and power consumption (kWh) of the HPS luminaires based on survey findings and developing CAPEX estimates based on updated luminaire counts and photocell controller inventories. Energy bills are also analyzed to identify issues related to metering, average billing, faulty metering and excess billing.

Based on the findings of the audit, ICLEI South Asia supported the larger consultant team of the ADB, to structure a PPP model and develop required tender documentation.
