Building Kiribati’s Capacity for National GHG Emissions Inventory Development

Kiribati is taking an important step toward strengthening its national climate reporting systems by developing a dedicated digital Greenhouse Gas (GHG) Emissions Inventory Tool under the “Development of a National GHG Inventory for Kiribati” project, supported by the NDC Partnership. The project aims to advance Kiribati’s NDC commitments by establishing a nationally owned GHG inventory system that strengthens governance, aligns with national processes, and ensures long-term sustainability.

The GHG Inventory tool will help Kiribati systematically compile, manage, and report its GHG emissions, while creating a more structured and sustainable approach to national GHG inventory preparation. Kiribati is among the first Pacific Island nations to develop a dedicated digitised national GHG inventory tool for its own emissions accounting and reporting.

As the project moves towards institutionalising the inventory system and handover of the GHG inventory tool to Kiribati, ICLEI South Asia has initiated a series of hands-on training sessions with the Climate Change and Disaster Risk Management (CCDRM) Division team of the Office of Te Beretitenti (President) [OB], Government of Kiribati. Planned as part of the handover process, the trainings are designed to familiarise the OB-CCDRM team with the digital tool and build practical capacity to enter, manage and review GHG inventory data.

The first training session of the series, conducted on 10 September 2026, introduced the OB-CCDRM team to the tool’s overall structure and functionality. The session included a demonstration of the tool and an introduction to the data-entry workflow, followed by a hands-on exercise covering activity data entry, documenting units and data sources, reviewing and updating data, and reviewing and publishing calculated emissions and outputs on the public dashboard. Building on this initial session, a second training was conducted on 18 September 2026, continuing the OB-CCDRM team’s practical orientation.

Capacity building is an integral component of the project’s approach to having a sustainable GHG inventory system for Kiribati. Through these training sessions, ICLEI is supporting Kiribati in building the knowledge, capacity, and processes needed to progressively manage the national GHG inventory system and the tool, and to support future inventory reporting in line with its international climate reporting commitments post-handover.
