ICLEI USA provided technical advisory services at the request of the Climate Smart citizen task force of Philipstown New York. ICLEI contributed to the development of a baseline estimate for "net" GHG emissions after removals. The object of the analysis was to inform the development of a Climate Action Plan to outline the policies and actions local government, community partners, and individuals could take to measurably reduce emissions and adapt to unavoidable climate change. The task force recommended that the Town adopt the analysis given that it best localizes the global emissions resulting from the community’s actions and unites efforts to promote community health, a growing local economy, environmental stewardship and other sustainability initiatives under the common banner of a collective plan to address climate change. The town set a goal of carbon neutrality by 2040 and explored opportunities to do that with and without the purchase of carbon offsets.

ICLEI strongly has been involved in the tasks related to integration and translation to practice of lessons learnt, particularly with regards to the local government community.
ICLEI further supported project partners to identify the practical and operational policy needs of the key target end users from the macro (global), meso (EU and national), and micro (regional and local) scales, ensuring that such needs and expectations are mainstreamed to the debates and coordination activities held in the project.
And ICLEI helped to operationalise the policy findings emerged in the project by providing effective policy guidance and specific tools answering to the main policy challenges and opportunities identified by green.eu network at different geographical scales.

ICLEI supports the communications effort of the EIP-SCC Marketplace and will seek to ensure the inclusion of cities and others to strengthen the ‚explore-shape-deal‘ approach of the matchmaking. ICLEI supports the matchmaking events and brings in its sustainable procurement expertise. In particular ICLEI will ensure the EIP SCC Marketplace engages with other European initiatives and experts for input and dissemination. ICLEI also is the expert of the action cluster on Sustainable Urban Mobility.

ICLEI's aim in the project is to maximise consumers’ and specifically procurers involvement via specific campaigns, via retailers, cities and manufacturers’ service network. ICLEI is creating awareness amongst European public and business procurement personnel (PPP) through targeted and tailormade campaigns to inform public procurement actors and their organisations. The consortium wants to empower PPP to make better, more informed decisions when it comes to the procurement of high energy efficiency products.

UNEP and ICLEI Europe are working jointly on supporting the implementation of component 2 of the project, and in particular the activities in the electronics sector. These activities aim to help governments and value chain actors in the electronics sector track and manage chemicals of concern (CoC) in their products. This work is focussed on developing global sustainable public procurement guidance enabling purchasers to ultimately reduce the use of chemicals of concern (CoC) in the electronics sector and supporting the training for adaptation of global tools and guidance to the local context of public purchasers in Colombia.

The six cities involved in the project will go through a Pre-Commercial Procurement (PCP) process. PCP is an innovation procurement tool to stimulate market innovation as it enables the public sector to steer the development of new solutions directly towards its needs. The six cities will define the needs and requirements of the energy and mobility solutions to be developed, and challenge start-ups, SMEs and companies to design innovative solutions applying the use of AI and related enabling digital technologies, such as 5G, Internet of Things (IoT), cloud computing and big data applications.

ICLEI is compiling a guidance document for "Buying Social". It provides guidance for procurers on how to include socially responsible considerations in their tenders. The European Commission will publish the final guidance document. To develop the guidance ICLEI is also compiling a range of good practice examples to illustrate the guidance provided.

The goals of the European Innovation Council are:
• Putting Europe at the forefront of market-creating innovation (fundamentally different from existing markets, e.g. through a new combination of physical and digital issues, of products and services, of technologies and business models).
• Providing EU added value by focusing on innovators / companies with the potential to scale up at European and/or international level.
• Intervening where private investors are unable to get a loan (e.g. due to higher technology, market, regulatory risks associated with market creating innovation), with the aim of crowding in private investment
• Complementing existing EU innovation initiatives that focus on established markets / technologies / sectors (e.g. through public-private partnerships, development of technology roadmaps/ sectoral strategies, etc.).

ICLEI supports the EIC by connecting procurers with unmet innovation and sustainability needs with EIC companies through market engagement events.

The ICLEI EcoLogistics Community is the first city network globally committed to a sustainable urban freight future. The Community leads sustainable urban freight development in participating cities and drive global actions in the international stage through collaborative exchange and action plans and stakeholder engagements. Cities benefit from being part of the Community through the shared knowledge and resources made available to the network, as well as opportunities to disseminate their successes.

ICLEI organizes five strategic workshops for the network members on four thematic vision clusters (future proof, 100% renewable, zero waste, human scale) and on the organization of an EGCA laureate year.
Develops a set of well-structured toolkits, combining print and online resources that inspire cities to embark on or further advance local sustainability transitions.
ICLEI also assesses a potential enlargement of membership of the Network of the European Green Capitals as well as provides recommendations for the inclusion of and/ or increased collaboration with other networks.
ICLEI further promotes the European Green Capital Network and highlights the benefits of sharing the inspiration through the dissemination of the latest information on the project developments and the toolkits to at least 150 other ‘target cities’.

The event was organized by ICLEI SAMS in partnership with Secretariat for Infrastructure and Environment of , Regions4, Post 2020 Biodiversity Framework – EU Support initiative, the support of CETESB, Fundação Florestal, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Konrad Adenauer Foundation (KAS), Atlantic Forest Biosphere Reserve (RBMA), the envolvement of ICLEI Africa and Cities Biodiversity Centre representation. The event aimed to formulate contributions from several Brazilian actors regarding key points for the new Post-2020 global framework of the Biological Diversity Convention (CBD), which will be defined in the next COP15 of CBD. To this end, the “Letter of São Paulo” was prepared as a result of the event, as a document that compiled the local, subnational contributions, from the biosphere reserves, civil society entities, from the private sector, among others. With this, the intention is to reach a global agreement for nature and for people to be recognized by the 196 signatory countries to the Convention. The event featured moments of group work in sessions with some thematic axes and also expository moments of practices on these themes.

ICLEI is supporting the city of Turku in designing the Circular Turku roadmap with relevant stakeholders. ICLEI is advising on participation mechanisms and providing expert inputs across the priority sectors in the region. Learnings from local circular economy action in Turku are shared on the global stage for replication and knowledge sharing with other local governments.

ICLEI is working with local actors in Bogor city to identify key circular economy challenges that the Circular Jobs methodology can help address, to ensure the project yield tangible benefits at the local level. In addtion to supervising the local data gathering process and supporting the baseline analysis, ICLEI is formulating recommendations based on the results of the analysis for circular economy projects that create local jobs.

ICLEI analyzes participating cities’ policies and existing initiatives, maps and engages with stakeholders in the food system, and identifies opportunities and barriers. As the project outcome, ICLEI will publish a report to demonstrate the initiatives taken by cities in East Asia, to develop narratives of the circular food system, as well as providing policy guidance and suggestions.

ICLEI will carry out desk-based research, interviews, discussion workshops, and generate case studies in investigating the activities that have been taken by cities, and further explore the potential for improving circularity. East Asia local governments participating in the project, will be provided with systems thinking to review the initiatives taken in their food systems and further optimize them. They will also be engaged in discussions with stakeholders across the value chain to better understand the barriers and potentials of implementing circular economy approach and strategies in the food system.

The project aims to improve the NDCs, including increasing ambition, as part of the Paris Agreement NDC update process; In addition to assisting in the accelerated implementation of NDCs, providing knowledge and technical training in the country. CAEP will provide support to countries through existing support programs of its institutional and associate members and through a dedicated Technical Assistance Fund that will use funding where existing support is not sufficient to meet the needs identified by countries. The Technical Assistance Fund is a joint financing mechanism with contributions from various development partners that will allocate resources to institutional members and Associates of the Partnership to respond to requests for updating and implementing the NDC.The World Resources Institute, as host of the Fund, will administer the contract, while the Partnership Support Unit is responsible for programmatic implementation.

Mitigating the impacts of climate change in the relevant sectors, with the preparation of a technical study of climate risk and the respective adaptation plan through the MOVE platform; Promote actions and measures to control and reduce GHG emissions by updating the GHG Inventory using the CLIMAS software and the GPC methodology; Establish paths to reach the commitment to neutralize GHG emissions by 2050 through an assessment of the best alternatives for reducing emissions in the sectors of the municipality; Share technology and information with the local technical staff to empower the municipality in implementing the proposed actions; Encourage public and private investments to adopt sustainable practices; Create a database for monitoring and supervising measures and for accelerating more ambitious, collaborative and environmentally correct local climate actions. Expected impacts: to position an ICLEI and C40 member city in accordance with the GCoM through the presentation of a historic series of GHG Inventory, dissemination of the study through the final report of the plan as an opportunity for international visibility

ICLEI is providing a platform for inspiration, action and the commitment to take sustainability to the next level.

This “Leading City Network on Green Public Procurement” project aims to build a leading city network on Green Public Procurement(GPP) among participant’ cities—including Gyeonggi-do province, Goyang City, Bucheon City, Daejeon Metropolitan City and Busan Metropolitan City.

Under this project, ICLEI Korea Office has provided several consultations to enhance the execution of GPP, offered expert lectures to improve awareness, construct a foundation for continuous exchanges and cooperation by creating a domestic network of GPP, and publicize its performance through the ICLEI global networks.

Ultimately, this project helps local governments acknowledge the necessity and significance of Green Public Procurement (GPP) in addressing climate change, and achieving regional sustainable development, and to lay the foundation for voluntary participation.

In nearly three decades of work, ICLEI has developed, tested and scaled up methodologies to guide the way towards sustainable urban development at the local level. This rich experience accumulated allows us to apply a common framework for our global projects and initiatives, which currently follows the stages: analysis, action and acceleration, and in each one follows a step-by-step guideline. This track can be applied to a variety of themes – from low emission to nature-based development – and promotes a cyclical path that allows the continuous improvement of the governments in our Network. This year’s “Cities + Sustainable – ICLEI South America Solutions Portfolio” highlights the following opportunities and initiatives ICLEI provides cities and regions in South America.

ICLEI Innovation will select teams, startups, products, services and innovative processes in the segment of afforestation or urban green areas, which strengthen the management and sustainability of cities, promote green spaces, adopt solutions based on nature and generate measurable management results municipal public health. Through a public announcement inviting organizations for proposal submissiton, ICLEI will select 10 best proposals and start a mentoring process with the selected ones through the online traction e-learning platform and the growth path methodology. This project is expected to collect innovative and sustainable solutions to the challenges brought by local and regional governments.

The objective of the Forum is to create a regional platform of municipal governments, specifically through its Planning or Development Secretaries, to promote the exchange of knowledge, practices and models of sustainable development between Amazonian subnational governments and the subsequent dissemination of experiences at regional level. The network acts as a cooperation mechanism to position Amazonian cities as global references for sustainable urban development in a context of tropical forests, in which managers collaborate mutually in the implementation of monitoring measures and efforts to reach the SDGs. ICLEI is responsible for (i) the identification of potential cities for involvement with the network in the first year, (ii) the definition and implementation of connection and exchange mechanisms for the group, for permanent dialogue and mobilization with members, and for (iii) regional meetings to build an agenda for cooperation between local governments, the active exchange of experiences and the position of cities as drivers of sustainable urban development.

ICLEI is part of the cities group in charge of mapping out all related methodologies to – 1.5° C pathway; this includes the revision of Kaya Methodology for Carbon Stock allocation as well as other city related methodologies related to GHG emissions reduction SBT. A final report has been compiled which includes other organizations as part of the group such as C40,WRI, CDP, GCoM & WWF.

ICLEI staff reviewed one of the assigned methodologies and provided comments in regards of the following principles:

– The methodology should be up to date relative to latest science
– The methodology should be equitable
– The methodology should address all GHG´s and GHG´s sources (Completeness)
– The methodology should be user friendly

The outcome will be a recommendation to unify all crosscutting criteria into a holistic global set of recommendations which would be applicable to all sizes and types of cities. This also includes a landscape of methods and tools from specific hubs (Land; Ocean; Water; Biodiversity) related to cities.

ICLEI was responsible on international policy processes. Through desk research, interviews and direct participation, ICLEI identified relevant political dynamics and processes regarding the rural-urban nexus in the context of HABITAT III (preparation and implementation) and the implementation of the SDGs. The aim is to identify ways through which the German federal government, and especially the Ministry for Environment and Building, can influence these processes in order to foster a global sustainable rural-urban nexus.
Part of the problem is that there is a limited understanding of the interconnections and hence development potential between urban and peri-urban areas due to an insufficient data base and lack of suitable indicators. That's why ICLEI collected fitting indicators out of a pool of (inter)national indicator sets and – in a second step – developed relevant indicators where needed. The indicators developed in the RUN project can serve as a starting point to better un-derstand these linkages and identify the most relevant data needed.

Promoting the project and its results among multiple beneficiaries is an important goal of the project. ICLEI therefor develops, implements, and monitors a detailed strategy for communication, dissemination, and exploitation. ICLEI will thereby safeguard the implementation and replication of developed solutions beyond the project’s lifetime. ICLEI will further develop a typology of city types that recognises different contexts.

ICLEI is responsible for the sharing, dissemination and valorisation of knowledge and experiences produced within the project. By this ICLEI ensures that the knowledge, experiences and results produced are not only well documented and widely shared but also relevant for local communities and policy-makers in Europe. ICLEI synthesizes results and produces key project deliverables combining established dissemination tools with more innovative, participatory activities. In detail ICLEI:
– disseminates and valorises the knowledge and experiences produced within the project
– synthesises and communicates project results in formats that underline their relevance for local communities and policy-makers in Europe
– advances self-reflective learning and stimulates public debates on social innovation through transition initiatives
– informs future implementation frameworks for sustainability and low-carbon policies on the local, national and EU level

The Forum diverse and engaging activities included the involvement of numerous organizations, institutions and academia; including the ICLEI Kaohsiung Capacity Center as one of organizers.

The implementation of corporate sustainability initiatives is the main activities that are now expected from the international business community, not only for their own sustainable thrive but for the world’s common interests. To bridge the gap and open the dialogue between public and private sectors on sustainability in Asian region, ICLEI KCC will host a parallel session on Cities Initiatives during the opening day of Global Corporate Sustainability Forum, in cooperation with the Organizer, Taiwan Institute for Sustainable Energy (TAISE), ICLEI Member Cities in Taiwan and other local partners.

3 of ALP Steering Committee Members from the Philippines, Mongolia(Ulaanbaatar) are invited to speak at the Forum and joined ALP-member track, including official calls on national authorities related to energy regulations and policies, technical visits to e-mobility in postal services, smart energy communities in New Taipei City and circular economic development in Taoyuan City.

ICLEI builds four Heritage Innovation Partnerships (HIPs). Each convened by a local partner and involving stakeholders from a range of organisations, including conservation organisations, community groups, local businesses engaged working alongside the research teams. The HIPs provide input into the development, analysis and outputs of the project.
ICLEI further produces a final report on the value added and use of HIPs to advance the adaptive reuse of cultural heritage.
In addition, ICLEI leads the Peer-Review Process among the four partnerships for overcoming existing problems, by building an understanding of the issues, situations and challenges and exploring new ideas, options and solutions. To enhance knowledge exchange between partnerships, city visits are set up. The fvisits aim to facilitate the transfer knowledge especially for what concerns decision making, implementation, governance, business models and advance the exploration of adaptive re-use of cultural heritage.
Finally ICLEI will be responsible for the overall coordination of all implementation and review activities and takes a role as ‘external coach’ for each implementing partnership.

ICLEI leads the dissemination and communication. In this context a plan is delivered responding to the particularities of the rural areas, that are often “hard to reach” and both physically and technologically remote. The team engages with national and local independent production companies for television and radio broadcasts as internet use may not be available or widespread in all rural communities.
Furthermore, ICLEI supports local partners in developing their local plans through capacity building, including one local communication workshop and one local communication webinar to provide additional training.
ICLEI, together with UNESCO, enhances the link between RURITAGE and a wider community of interested parties at global level based in the mandate of sustainable development and performed by their networks. More precisely, ICLEI supports the cooperation with the countries covered by the European Neighborhood Policy (ENP) by identifying key conferences and events where the RURITAGE Replication Tool Box can be disseminated.
Finally, ICLEI hosts a Dialogue Breakfast with European policy-makers in Brussels using the ICLEI Breakfast@Sustainability series.

ICLEI leads the general dissemination effort of OpenHeritage, with a particular focus on reaching out to local authorities all over Europe, leveraging its vast municipality network with the policy and academia connections of the consortium as a whole.
ICLEI also contributes to the Observatory Cases, and to the Cooperative Heritage Labs, collecting and synthesizing information.

ICLEI coordinates the work on a comprehensive Outreach, Communication and Training Strategy for the ROBUST project. The strategy comprises training material for decision-makers in policy and the public sector. The specific objectives are:
To facilitate an effective communication and exchange with ROBUST’s principle target groups: 1) regional rural and urban policymakers, interest groups, and practitioners; 2) European and national policymakers, interest groups, and the general public; and 3) the research and scientific community.
To strengthen the communication and dissemination components of all WPs through common principles and a professional planning and implementation of all related activities.
To support all outreach, communication and dissemination through an interactive project website with Live Case Studies and a publication library.
To ensure a high quality of all project results and support related communications, as well as produce training modules for widespread dissemination and exploitation of ROBUST’s findings.

Over a period of nine months, ICLEI led a cohort of communities through modules and one on one technical support to improve local government operations. Modules included an introduction to GHG inventory protocols for local government operations, sustainable public procurement, fleet management, building energy retrofits, and employee engagement. As with all ICLEI USA cohort learn / do programs, the participants selected a project they wished to complete as a part of the cohort. Most completed a municipal GHG inventory, one a fleet transition to EV plan, and one a plan to install combined heat and power (CHP) at a municipal water facility.

Climate Action and Adaptation Plan Training: ICLEI provided in-person training for Los Angeles City staff on Climate Action Planning. The training focused on the following topics:
•Climate equity and community driven processes;
•5 Milestone Process: Data Driven Planning;
•Inventory: what sectors are usually measured, what it can tell you, determining trends; emissions forecasting and emissions reduction planning;
•Vulnerability assessment: criteria to consider, sectors, ranking; ensuring relevance by including the correct stakeholders (e.g., community members); place-based, model-informed, expert-driven, transparent;
•Best practices in the process and structure; and
•Action monitoring and report.

ACCELERATE aims to strengthen sustainable consumption and production of energy-use patterns in Pasig and Parañaque by enhancing the implementation of the PGBC and improving Energy Efficiency & Conservation (EE&C) across the board by inspiring action from the private sector and local communities.
The project will address the gaps in knowledge, capacity, and awareness of the different stakeholders on building standards, benchmarking tools, energy audits, and implementing EE&C practices as part of their compliance to the PGBC, specifically.

As the frequency and intensity of climate change related disasters increase, local communities are severely impacted. In response to recent climate related disasters on the continent, ICLEI Africa is stepping up to support cities in reducing their disaster risk. We draw on two decades of on-the-ground work in Africa, building and strengthening resilience through proactive planning.

This research will take place over five semi-concurrent phases:
1. Literature analysis undertaken by researchers to understand existing and previous research topics and approaches.
2. Initial engagement & interviews in each city using narrative collection and documentation, and photographic expression to explore food production, processing, and distribution systems.
3. Co-production around food and social infrastructures will be undertaken at a workshop in which narratives will be presented, and stakeholders will be invited to co-produce theory about their food systems based on these findings and their experience.
4. Visualising socio-technical infrastructures using photographic expression.
5. The second workshop will expand the co-production of theory from food to other infrastructure systems, based on the outcomes of phase 2, the continued research of phase 1, and phase 3’s community-produced expressions, and express how this theory supports future development imaginaries and planning.

ICLEI connects like-minded cities to exchange experiences and lessons learned on the way towards the circular economy, advocates the necessity of closing-the-loop thinking, identifies cities’ circular good practices, shares the latest knowledge and provides suggestions on mainstreaming the circular development in urban strategic planning and policies.
ICLEI raises the attention on the circular development in cities and encourages multi-stakeholders dialogues by facilitating peer-learning and exchange. ICLEI pairs up like-minded cities and supports organizing on-site visits, workshops and offline meetings (whenever resources available), and distributes newsletters to feature good practices, innovation, and latest reports.
Through the Coalition, local governments from Europe and East Asia are increasingly recognizing the circular development concept as a potential approach to achieve mutual-benefits, and are gradually shifting their mindsets from the end-of-pipe treatment of waste towards closed-loop thinking. This mindset change can have a positive influence on local governments’ actions to achieve zero-carbon society and the SDGs. Cities can further review, synergize and optimize existing policies and strategies via the lenses of circularity and life-cycle management.

ICLEI is gathering information and quantifying the climate impact of options to allow people to make better lifestyle choices aligned to a 1.5 degree scenario. We are doing this by estimating the average carbon footprint of middle class Capetonians, and estimating the carbon reduction impact of various lifestyle choices. This will help to bring to the fore practical actions that citizens and local governments can take to reduce carbon emissions.

ICLEI is convening a circular economy workshop to bring stakeholders and experts from African cities together. Through a combination of short presentations and interactive sessions, the workshop will (1) build shared understanding of the concepts of circular development, resource nexus and urban metabolism, as well as their application in urban African contexts; (2) familiarise participants with useful tools and portals for analysing city resource performance; (3) show evidence of these principles in action in Accra; (4) identify city needs related to urban resource management, and (5) collectively chart a way forward for building communities of practice around sustainable urban resource management in African cities.

The solutions and actions developed in CityLoops range from instruments for predicting future excavated CDW and soil production, to awareness-raising campaigns, circularity decision making support tool, simulation of impacts 3D visualisation tools and procurement guidelines for OW products. A total of ten demonstration actions will be implemented, testing over 30 new tools and processes.
A sector-wide circularity assessment and an urban circularity assessment will be carried out in each of the cities. The former will help to optimise the demonstration activities, whereas the latter will enable cities to effectively integrate circularity into planning and decision making. Another key aspect of CityLoops is circular procurement: the seven demonstrator cities will explore how public sector purchases can create markets for innovative circular economy products and solutions – from more circular design and increasing the use of recycled content in products, to ensuring reparability, reuse and appropriate recycling of products and materials, and promoting servicisation models. The active involvement of key stakeholders in every stage of the project will be also of crucial importance.

The Big Buyers Initiative presents an opportunity for public authorities to engage with other authorities across Europe and to shape new innovative solutions to their procurement needs. ICLEI and EUROCITIES are currently running the initiative on behalf of the European Commission, DG Internal Market, Industry Entrepreneurship and SMEs (DG GROW). The initiative works together with existing networks and organisations active in this area. To put these goals into action, three working groups have been established, with over 40 participating cities, which meet regularly to work on relevant procurement topics. The first group focusses on electric vehicle procurement, the second on circular construction procurement, and the third on zero emission construction vehicles. The groups meet regularly and ICLEI together with EUROCITIES provides faciliation and organises market engagement for the groups to achieve their goals.

Public buyers are supported in the identification of their needs and, once ready, connected with SMEs and start-ups able to develop innovative solutions responding to their requirements. A total of five regional procurement of innovation broker schemes will be piloted in the Upper Austria Region, Denmark, North Rhine Westfalia (Germany), Ireland and Andalusia (Spain), then scaled up to a European level. We test innovation procurement brokerage approaches at regional and European level, we support and carry out assessments of public authority needs and we engage with start-ups and SMEs across Europe to find innovative solutions to needs.

Local and regional governments can have a tremendous impact on city-region food systems, yet many decision makers are unaware of the leverage subnational governents have over their food systems. ICLEI highlights the role local and regional governments can play in improving sustainable and resilient food systems to raise awareness among key stakeholders and partners. ICLEI develops knowledge materials to advance understanding of, and to advocate for, sustainable food systems while promoting local government’s actions on this field.

ICLEI Oceania has posted a ‘science communications toolkit’ on the website, a collation of useful resources for sustainability students. Through the Young Writers Network students and graduates are empowered to become engaging communicators. Sharing evidence-based knowledge in credible and persuasive ways is paramount to the health of a mindful and engaged society, and is a prerequisite for sustainable development policies at all levels of government, especially local and regional governments, who interface most closely with communities. Through capacity building, and offering online resources and social networking events in partnership with other sustainability organisations in Melbourne, Australia, ICLEI is assisting academic researchers in translating their sustainability research into practice. ICLEI is assisting researchers and students in translating their sustainability research into practice.

ICLEI develops procurement guidance including criteria and verfication schemes that consider social responsibility throughout the whole supply-chain of ICT products. Additionally, ICLEI is pilot testing procurement criteria with public authorities and consulting with manufacturers and suppliers of ICT through the Market Engagement series. ICLEI’s ‘Meet the Buyer’ event series brings buyers and suppliers of ICT together to discuss public procurement’s needs for fair labour conditions along ICT hardware supply chains and how suppliers can respond to this demand.

Cities are growing and changing so fast that many authorities are struggling to cope. ICLEI’s aim is to boost sustainable urban development, through city-to-city International Urban Cooperation (IUC) on and foster sub-national actions under the Global Covenant of Mayors initiative. ICLEI supports regional innovation strategies and inter-regional cooperation for local and regional development.

When New York City announced intentions to divest city pension funds from fossil fuel reserve owners by 2022, the move positioned NYC at the center of the global divestment movement. Providing the first in-depth look at the steps NYC took to reach a divestment commitment, ICLEI’ s case study shows how the the largest municipal pension system in the United States has begun to divest billions of dollars from fossil fuels — and demonstrates to peer cities, large and small, that the principles and processes behind fossil fuel divestment are transferable to nearly any location where the will to divest exists.

American Geophysical Union’s Thriving Earth Exchange (TEX) program matches communities with earth and space scientists to lay strong, scientifically based foundations for climate action and adaptation planning. ICLEI partnered with TEX for a facilitated workshop with scientists and 12 communities, including ICLEI members Reno and Missoula. In 2017, ICLEI worked with members Antioch, East Lansing, and Savannah as part of the Resilience Dialogues, a public-private collaboration to connect communities with the most appropriate resources. ICLEI acted as a community network lead to help scientists, experts and city staff deliver a set of resiliency questions and connect threats to resource.

While many island urban settlements are growing rapidly, climate change and increasingly frequent disasters are stressing urban systems. ICLEI promotes sustainable island and urban development through resilience and systems planning, clean energy, coastal fisheries management, infrastructure, innovative finance, ecosystems services, post disaster recovery and sustainable tourism. ICLEI collaborates with Mayors and leaders, through twinning of island cities with other cities and regions, to create fruitful partnerships to deliver scalable solutions to build resilience on islands and globally.

ICLEI is in charge of making a review on barriers and opportunities for the development of bio-based value chains; identifying stakeholders and expected benefits from mutual learning; mapping bio-based products (applications) based on stakeholders’ interests; creating guidelines for the BIOVoices Mobilisation and Mutual Learning approach; engaging the plurality of voices through creation of the BIOVOICES community and establishing a mechanism for communication of their needs, through the methodological approach for Mobilisation and Mutual Learning (MML) workshops; creating the on line BIOVoices social platform and on line mutual learning activities; co-designing of the BIOVoices social platform and organising a series of European, National and Regional MML co-creation events. All of these actions will promote the dialogue among civil society, business, policy makers and researchers as well as develop a common understanding of the different needs and possible solutions and produce policy briefs in order to increase the societal confidence related to bio-based products and industries.

The EcoProcura conference series is where public procurement policy meets practice, and where future innovations originate. For 20 years EcoProcura conferences promote exchange and dialogue amongst purchasers from all levels of governments, suppliers, policy-makers and multipliers on strategies and the latest practical solutions on SPP every 3-4 years. The purpose of the EcoProcura is to provide a forum to encourage public authorities (with a focus on local governments) and their partners, such as businesses, to exchange experiences and coordinate their actions and purchasing power in favour of sustainable and innovative products and services.

To support NGOs in their GPP-related work as well as to strengthen the European network of NGOs, ICLEI organized several activities and produced guidance documents for NGOs. The activities included workshops and training sessions on GPP, the legal framework, practical dimensions, and good practice case studies. The training sessions also covered topics such as ecolabels, green energy, food and catering and forest products. In addition, a series of webinars tailored to the needs of NGOs was organized. As a result of the project, the 17 participating NGOs are well equipped to support their local and regional authorities in implementing GPP.

ICLEI, along with other European Commission partners, supports training on green public procurement (GPP) across 11 countries. ICLEI has developed the GPP training material and a curriculum for the training programs. ICLEI provides a comprehensive ‘train the trainer’ session to equip the national training organization with the knowledge and tools they need to carry our trainings in their countries.

The P2I project aims to improve institutional support for public procurers of information and communication technologies (ICT) and other product groups implementing innovation procurement by establishing or expanding competence centers for innovation procurement in ten EU Member States. ICLEI leads on the communication, dissemination and European networking aspect of the project. Within this work ICLEI creates an outreach strategy, leads on promotion and communications activities within Europe, and supports the communication of the cross-order joint procurement.

Under the Asia Regional Environmental Technology Cooperation project framework of the Foreign Economic Cooperation Office (FECO), Ministry of Ecology and Environment, China, ICLEI supported FECO in conducting one Indian Environmental Industry Research Report, and two Environmental Industry Research Report Solid Waste and Wastewater Management Systems in the Philippines and Indonesia respectively.

CLEI acted as the coordinator of all activities under this service agreement with FECO, and facilitated planning and implementation of the research projects with the engagement of ICLEI South Asia and ICLEI Southeast Asia. Three research reports were prepared as deliverables of the project and submitted to FECO, as guidance documents for Chinese’s environmental enterprises endeavor to engage with the Indian environmental management market, and solid waste and wastewater management in Indonesia and the Philippines. Through this project, ICLEI supported strengthening the cooperation between local governments and the private sector in the region on environmental industry and technology, in exploring possible solutions to the challenges of sustainable development cities are facing.

ICLEI’s ‘Holistic strategy and action plan for plastic waste management in GHMC’ will act as a guideline for various stakeholders for reducing the use of plastic waste in the city with the focus of making the city single-use plastic free by 2022.

The project also includes design and implementation of a pilot project and dissemination of policy implications by developing guidelines for plastic waste management which can be used as a model case for development of state level plastic waste management policy. The experience will later be shared with central government ministries and other stakeholders to consider as a model for implementing national guidelines on plastic waste management.

The project analyzed current strategies for waste prevention and management and assessed how they contribute towards resilience and resource efficiency. UrbanWINS developed and tested methods for designing and implementing eco-innovative strategic plans for waste prevention and management in 8 pilot cities. The strategic plans were created in a citizen engagement process and resulted in three pilot actions in each city. As part of UrbanWINS, the CityMatch program offered staff exchanges between waste management department of different cities to create cross-regional learning and exchanges.

ICLEI supported the UrbanWINS project with activities to facilitate knowledge and experience sharing between public authorities from different parts of the project’s regions as well as to carry out mutual benchmarking exercises and evaluation; a series of webinars; an online toolkit; and news aggregation from the sector.

ICLEI developed a detailed and agile dissemination, communication and awareness plan at the beginning of the project, being periodically updated and deployed along the project life cycle (e.g. Updates of social media, website, newsletter, and other promotional opportunities, Creation of dissemination materials like leaflets, posters, templates, business cards etc.. The aim of this activity was to reach the widest possible community through various channels and instruments. Besides it helped assure alignment and synergies with other international initiatives related to plastic waste recovery solutions and technologies, and provided training for the professionals and staff working with these solutions and technologies.

The Circular PP project studies the current state of knowledge on circular public procurement in the Baltic sea region, builds capacity on circular procurement among relevant stakeholders, and delivers and implements pilot procurement programs. ICLEI provides mentoring services to the city of Aalborg in the implementation of two circular procurement pilots, as well as project management and communication support. As a result of this process, the city of Aalborg, along with the other public authorities that are part of the project, will pilot a circular tender process, showcasing how public authorities can leverage their purchasing power to push the economy towards more circularity.

The project ‘Urban-Rural Assembly’ (URA) aims to build a better understanding of the urban-rural constellation and interdependencies that are emerging along China’s vast urbanisation corridors, and which can no longer be described through traditional binaries of ‘urban’ and ‘rural’. The region Huangyan-Taizhou, part of the Chinese ‘prefectural-level city‘ Taizhou, will be examined as an exemplary case study and learning context: a rapidly urbanising region where diverse and seemingly contradictory transformation processes take place simultaneously in close proximity, producing multiple dimensions of urban-rural interrelations. URA combines leading partners in the field of sustainable urban and regional transformation in Germany and China. ICLEI supports the research project in creating an interface between the research partners and policy makers, both within the case region as well as nationally in China and internationally. Through the development of transferable strategic instruments, enabling tools and guidelines, the project seeks to foster knowledge dissemination and transfer across the coastal urbanisation corridor – contributing to the urgent need for creative approaches towards localisation and implementation of the SDGs and the New Urban Agenda in China and beyond.

The City-Business Collaboration Accelerator (CiBiX) is a platform to increase engagement and collaboration between cities and businesses on city-led urban sustainability challenges. Through CiBiX, ICLEI provides a neutral platform that enables local government to take an active role in presenting their challenges to relevant private sector experts. Together they are able to participate in an early-engagement workshop that helps the city to receive new contributions as well as identify potential solutions and partnerships which they can choose to further explore. For businesses, it provides a strong networking opportunity to connect with local governments and learn exactly what their needs are in a particular sector or challenge scenario. The CiBiX Platform encourages cities to frame their urban challenges with a private sector engagement perspective- helping them to take the first step towards exploring potential partnerships relevant for their needs. The first service is a short-form ideation and early engagement workshop to stimulate an open and transparent interactive dialogue between a lead city and well-matched private sector representatives with a sustainability challenge framing.

Using empirical research, ICLEI is developing a framework and tools to assess changes in food-water-energy nexus, their related trade-offs and the building of innovative capabilities in cities for developing innovative solutions to the food, water and energy nexus and manage green and blue infrastructure at the urban level. ICLEI is supporting the development of frameworks and tools that guide urban governance on the food-water-energy nexus, delivering innovative solutions to mitigate climate change and biodiversity loss, while advancing development goals from food security to job creation across cities worldwide. The project assesses the changes in trade-offs of food-water-energy nexus (FWEN) in green and blue infrastructure (GBI) and their association with spatial planning and governance in eight cities using empirical cases. This will provide a better understanding of the barriers that hinder innovative and integrated FWEN approaches using GBI at different scales; and look for the common features of diverse interventions.

Through CitiesWithNature (CWN), local and regional governments are able to enhance the potential of nature to provide essential ecosystem services and solutions for the overall health of human habitats and urban areas. Through this platform, cities can engage, connect, learn, share, act, and inspire each other in the way of biodiversity and urban nature. ICLEI enables its local and regional constituency to access and influence global biodiversity processes and provides a one-stop-shop, or “big tent” under which projects, initiatives, and programs aimed at enhancing nature can be celebrated, shared, and promoted. ICLEI develops strategic global partnerships and the ongoing and continuous development of the various components of the CWN platform. CWN is recognized by the SCBD as the official vehicle for local and subnational governments to report their commitments and ambitions for the post-2020 Global Biodiversity Framework.

ICLEI is responsible for project implementation in all four partner cities, including preparation of Climate Resilient City Action Plan for four Indian partner cities – Coimbatore, Rajkot, Siliguri and Udaipur – that addresses both climate change adaptation and climate change mitigation using ClimateResilientCities methodology; strengthening the capacities of cities to identify, plan and implement measures for reducing greenhouse gas emissions and for enhancing resilience to climate change; implementation of quick win projects to showcase reduction of GHG emissions; identification and planning for bankable projects based on requirements of the cities for large scale implementation of climate resilience building activities; and peer learning and exchange. Measures developed as a result of this project are being integrated in municipal budget to mainstream climate resilience in city development.

ICLEI is the lead author, supported by groups of city and carbon accounting experts from various fields, in the development of industry standards for local government GHG emissions accounting in the US. The development of the U.S. Community Protocol, the Local Government Operations Protocol, and the Recycling and Composting Protocol positioned ICLEI as exclusive experts in local government carbon accounting. Recognizing this expertise, ICLEI was asked to contribute to the development of the Global Protocol for Community Scale GHG emissions (GPC) and is currently working on an update to the U.S. Community Protocol to better account for forestry and land use changes. ICLEI continues to provide technical guidance for the application of the protocols to cities and practitioners around the world.

Ecoinstitute SCCL together with ICLEI is developing the LCC tools in 2018 and 2019. A public consultation on the tool(s) is carried out in cooperation with the Procura+ European Sustainable Procurement Network Interest Group on LCC. Once the tools are developed, they will be publicly availble for procurers to use in their tender procedures.

ICLEI operates the Helpdesk on behalf of the European Commission, with the goal of providing an easy entry point to GPP for all European public authorities to increase the uptake and professionalization of GPP. Part of the GPP Helpdesk service are the publication of monthly newsletters, answering Helpdesk queries, semi-annual educational webinars on a content management on the European Commission’s GPP website; and dissemination of GPP policy and practice towards the Member States and all other organizations that fall within the scope of the EU Public Procurement Directives.

ICLEI supports the leading national sustainable cities initiative in Japan. The initiative started as Environmental Model City Initiative in 2008, evolved into FutureCIty Initiative in 2011, and matured as SDGs FutureCity Initiative in 2018. ICLEI and member cities have been actively involved in the Initiative from the beginning; and recently contributed to The 7th International Forum focused on the localization of SDGs.

In nearly three decades of work, ICLEI has developed, tested and scaled up methodologies to guide the way towards sustainable urban development at the local level. This rich experience accumulated allows us to apply a common framework for our global projects and initiatives, which currently follows the stages: analysis, action and acceleration, and in each one follows a step-by-step guideline. This track can be applied to a variety of themes – from low emission to nature-based development – and promotes a cyclical path that allows the continuous improvement of the governments in our Network. This year’s “Cities + Sustainable – ICLEI South America Solutions Portfolio” highlights the following opportunities and initiatives ICLEI provides cities and regions in South America.

BuyZET, coordinated by ICLEI, aims to understand and optimize the impact of public procurement activities on transport patterns in cities – and to find innovative and sustainable delivery solutions for goods and services, which can help to address these challenges. The goals of the project are to boost demand for zero emission vehicles (ZEVs) and other zero emission urban delivery solutions on the European market, and to develop procurement plans to achieve zero emission urban delivery of goods and services to the public sector. To achieve the project goals, participating cities identified the areas of procurement spend with the biggest influence on the movement of goods and services. They developed plans for innovative zero emission procurement activities for these high priority areas in co-operation with key market actors and other stakeholders. ICLEI provided support for the cities in these activities, as well as established cross-border networking and experience exchange between consortium partners, other European cities, and further stakeholders. The project also resulted in a series of recommendations for both public authorities and national and European policy makers in support of zero emission delivery of goods and services.

The African Capital Cities Sustainability Forum (ACCSF) draws together mayors and technical officers from the continent’s most prominent cities to provide a guiding light for how African cities must think about the future and lead sustainability efforts. It facilitates the exchange of knowledge and learning and provides a platform for exploring how to develop truly African solutions to African problems. The event marshals the collective power of capital cities to contribute to, and influence, the pan-African and global discourse on sustainability.

ICLEI, as the co-convener of the ACCSF, is responsible for the
content development and program design of the ACCSF. By hosting the annual event, which brings together mayors and city managers of African capital cities, ICLEI facilitates the exchange knowledge and information on potential interventions, opportunities and threats that influence the potential for economic growth, social inclusion and environmental protection.

SPP Regions promoted the creation and expansion of European regional networks of municipalities working together on sustainable public procurement (SPP) and public procurement of innovation (PPI). The regional networks help increase the capacity of public bodies for SPP and PPI, and send a stronger signal of demand for sustainability to suppliers. They provide support, improve skills and increase regional impact.

ICLEI supported the establishment of new procurement networks in 8 European regions. All participating networks implemented eco-innovative tenders achieving significant CO2 savings, which ICLEI supported through an intensive capacity building program. The project has produced a series of reports and guidance on sustainable procurement, including four key SPP and PPI topics: market engagement, life cycle costing, output or performance-based specifications, and circular procurement. The series of “”eco-innovative”” was published as guidance material as well. The project has also produced “”how-to”” videos on various aspects of sustainable procurement.

The ‘Platform on Coal Regions in Transition’ supports coal regions (local and/or regional governments) to take on the challenge of the clean energy transition by building capacity through needs-oriented technical assistance, focusing on key areas of the transition process; developing support materials, toolkits, guidelines, and reports, focusing on issues such as employment, governance, financing, environmental rehabilitation, clean air, and technologies; and connecting stakeholders and facilitating dialogue among regions and the wider stakeholder community. ICLEI aims to build awareness of the Platform and develop a reputation for the Platform as a valuable source of expertise and information among primary target audiences. ICLEI fosters the creation of dynamic knowledge-sharing communities among the Platform’s primary target audiences and encourages participation in cooperation and knowledge-sharing activities.

The Procura+ East Asia Green Procurement Network aims to accelerate climate and environmental actions by equipping local governments and public authorities in East Asia with advanced knowledge and skills to upscale green and sustainable procurement practices at the local level. Through Procura+ East Asia, participating local authorities will be equipped with GPP approaches and tools via training programs, and will be provided with access to expert guidance on formulating local green specifications and procurement strategies, as well as tender advice on targeted climate and environmental issues. Participants will also have various opportunities to showcase their successful stories and achievements in green procurement on the international stage by participating in forums/workshops, the Procura+ Award, and publishing case studies on the Procura+ Online Platform. The project connects public authorities, solution providers and advocacy in the region to collectively mainstream green procurement practices at the local level, and promote advanced GPP knowledge and experiences for peer learning and exchange internationally.

ICLEI is implementing the BEA project Phase 2 in Africa through three initiatives.
1. BEA Africa Regional Network: ICLEI Africa coordinates the Africa Regional Network for BEA where organisations working across Africa on issues of building efficiency share lessons, current practices, and coordinate their work. Through this network, organisations are able to connect and align their efforts to ensure cities across Africa are well-supported to improve building efficiency. ICLEI is actively recruiting cities and private sector partners to be members of the BEA Partnership.
2. BEA Deep Dive in City of Tshwane, South Africa: ICLEI Africa, in partnership with the Green Building Council of South Africa, is implementing one of eight global BEA Deep Dive engagements in the City of Tshwane, South Africa.
3. Leadership Grant: Audit and training of implementtion of South Africa’s national building efficiency legisation in three municipalities in KwaZulu Natal, South Africa

Procura+ is a network of European public authorities and regions that connect, exchange and act on sustainable and innovation procurement. The network has 45 participating public authorities from 16 European countries. ICLEI offers the Procura+ participants a range of activities and resources to advance their sustainable public procurement work, including recognition through the Procura+ Awards; a city twinning program to facilitate staff exchanges; a platform to share plans and publicize successes; education and professional development opportunities; and the Procura+ manual, an accessible guide supporting public authorities in successfully implementing sustainable public procurement.

In order to improve visibility and enhance recognition of, and mobilize support for its action and network, ICLEI enhances dialogue, collaboration and engagement in the UN system, with a specific focus on those related to its fields of its expertise such as the secretariat of the other multilateral environmental agreements, the UN Environment Management Group, Local2030 and UN SDG Knowledge Development Center, as well as regional and global processes outside the UN such as G7/G20, OBOR, BRICS or other regional initiatives.

In order to ensure that the work of the UN fits the mission of the new sustainable development agenda and align with the spirit of enhanced collaboration with all levels of governments, ICLEI provides active contributions to the work of the UN Secretary General in the UN development system reform and 2019 UN Climate Summit, including development of customized strategies at the national level.

In the past, we had primarily two ways of addressing global problems: nation-states and global corporations. The City Climate Cup propose a third, complementary way of addressing global problems: through networks of cities and the mobilization of civil society. City Climate Cup would produce novel solutions to global problems, and encourage their implementation and the learning of cities from each other. We propose to measure and benchmark sustainability progress, celebrate achievements and organize the sharing of good practices.

ICLEI is a Founding Signatory of the City Climate Cup initiative and aims to engage with cities to both encourage participation and highlight achievements through its available channels of communication in order to advocate for urban climate leaders to take the sherpa role for its peers.

This activity is designed to encourage citizen participation through the use of apps and other measuring methods in support of its city climate goal in low emission development.

In order to increase effectiveness of the advocacy of local and regional governments at the global processes, ICLEI will improve internal strategic planning, networking, coordination and dissemination activities of the Global Task Force of Local and Regional Governments and its relations to UN member states and decision making bodies UN bodies.

The City Climate Planner program ensures urban professionals are equipped to support local climate action planning, including developing greenhouse gas (GHG) emission inventories; climate action planning (low emission development planning); and climate adaptation planning. These efforts are essential building blocks of local planning and policy development efforts of local governments in addressing climate change.

The Urban Greenhouse Gas Inventory Specialist credential is City Climate Planner program’s first professional certification. It focuses on GHG emission inventories, recognized as a key building block in developing quality climate action plans. Over 20 professionals at ICLEI – Local Governments for Sustainability are accredited to provide the training.

Recognizing that cities play an important role in leading the way to achieve carbon neutrality in the second half of this century, namely the goals of the Paris Agreement, ICLEI supports cities and regions laying out their vision on a sustainable society in 2050. The declaration lays out a vision for cities leading up to 2050 and encourages cities around the world to join Kyoto in cultivating a culture of sustainable cities that is in balance with the local and global environment.
