ICLEI analyzes participating cities’ policies and existing initiatives, maps and engages with stakeholders in the food system, and identifies opportunities and barriers. As the project outcome, ICLEI will publish a report to demonstrate the initiatives taken by cities in East Asia, to develop narratives of the circular food system, as well as providing policy guidance and suggestions.
ICLEI will carry out desk-based research, interviews, discussion workshops, and generate case studies in investigating the activities that have been taken by cities, and further explore the potential for improving circularity. East Asia local governments participating in the project, will be provided with systems thinking to review the initiatives taken in their food systems and further optimize them. They will also be engaged in discussions with stakeholders across the value chain to better understand the barriers and potentials of implementing circular economy approach and strategies in the food system.

Energy Performance Contracting for Residential Retrofitting in Ulaanbaatar City
ICLEI is in the consortium to provide technical assistance on business modeling and stakeholder engagement. Under the project, ICLEI has recruited a local staff in Ulaanbaatar to carry out workshops and consultation meetings and surveys with households and homeowner associations, wisely utilize resources and knowledge from the TAP program, and structure business models on the basis of the knowledge of local energy politics and financial deadlocks.
Through the project, Ulaanbaatar City Government and the consortium will co-develop a feasible financial solution and a reasonable technical scope to kick-off precast residential retrofitting systems thinking. It is estimated that building retrofits can reduce 49-52% energy loss compared to the business-as-usual scenario and significantly contribute to Mongolia’s INDC target and enhance citizens’ living quality.

ICLEI is an implementing partner in the LGCCSP4 through the development of training material and provision of capacity building. The methodology used in the implementation of the activity is three fold as follows:
-To inform the development of the capacity building workshops, training materials and in-depth technical assistance, ICLEI undertook a desktop research and reviewed relevant studies, papers, and projects undertaken in South Africa, Africa and globally, with a specific focus on local government climate action and climate finance.
-To foster a thorough understanding of climate/green finance principles for local government officials, ICLEI developed a training manual drawing on the key lessons and implications for climate and green finance in South Africa.

Urban biodiversity and Ecosystem Services towards CBD CoP 15 in China
The objective of the project is to analyze the development of urban biodiversity and ecosystem services concepts and practices in urban areas and better integrate them into the science and policy discussions that are taking place in the context of the preparation of CoP15. ICLEI´s focus on key Chinese actors since China is the host country of the CBD CoP 15, as well as on German, European, and other international actors who play a major role in the implementation of measures that promote urban biodiversity and ecosystem services at the local and sub-national level. The specific goal of the project is to provide an overview of the current scientific discourse and environmental policy processes and to raise awareness of the identified key actors through a series of consultation workshops taking place in Europe and in China.

The main role for ICLEI in this project is leading the communication and dissemination tasks. ICLEI has developed and is implementing and monitoring a detailed strategy form communication, dissemination and exploitation in order to support ongoing and extensive knowledge transfer aimed at increasing cycling solutions. That includes the development of the communication basis (communication strategy, digital and social media channels, communication materials) develop products and its dissemination, participation and organisation of events (workshops and meetings).
Moreover, ICLEI is in charge of writing the methodology and practical guidance for an effective transfer and transition strategy, including the use of transition management. Following the document, ICLEI developed an online exchange hub, that serves as an online collaborative platform supporting and facilitating the work of the cities involved in the project through a private, tailored working space.
Alining with the guidance, ICLEI leads the management of effective transition and change task. It is a core task of the project, and it involves capacity building and sustainable transfer of innovative cycling solutions.

ICLEI raises the attention on the circular development in cities and encourages multi-stakeholders dialogues by facilitating peer-learning and exchange. ICLEI pairs up like-minded cities and supports organizing on-site visits, workshops and offline meetings (whenever resources available), and distributes newsletters to feature good practices, innovation, and latest reports.
Through the Coalition, local governments from Europe and East Asia are increasingly recognizing the circular development concept as a potential approach to achieve mutual-benefits, and are gradually shifting their mindsets from the end-of-pipe treatment of waste towards closed-loop thinking. This mindset change can have a positive influence on local governments’ actions to achieve zero-carbon society and the SDGs. Cities can further review, synergize and optimize existing policies and strategies via the lenses of circularity and life-cycle management.

ICLEI focused on understanding how new mobility car sharing cultures could emerge in a context where the penetration of cush services is not very high (Eastern European countries)

International experts from Korea, Japan, Singapore, and Malaysia were invited to give a series of trainings on decarbonizing actions, urban energy efficiency improvement and low-carbon transformation featuring case studies in East Asia cities and the world. The in-depth discussions between local officers and international experts enhanced the sense of responsibility of carbon reduction in various departments, and promoted the role of local governments in changing from “regulation” to the supporting multi-stakeholders in the new climate and low carbon regime.
ICLEI and the SCBD collaborated in preliminary consultations with Parties and selected subnational and local authorities on the need for implementation of NBSAPs by subnational governments. Building Capacity for Subnational Biodiversity Planning
ICLEI and the SCBD collaborated in preliminary consultations with Parties and selected subnational and local authorities on the need for implementation of NBSAPs by subnational governments. ICLEIwas tasked with guidelines for an integrated approach in the development and implementation of national, subnational and local biodiversity strategies and action plan and undertake capacity development.
The Guidelines provide detailed and comprehensive guidance on thirteen general areas for action to promote integration, coordination and cooperation, applicable to national, subnational and local levels of government. To develop the guidelines, ICLEI consulted with selected national and subnational governments; developed comparative analysis of their biodiversity strategies and action plans; presentated of the draft guidelines at CBD COP 13; and led capacity building workshops in Africa and India.

Building Resilience and Adaptation Capacity (BRACE) bridges the gap between tools and information and their successful application in meaningful and influential decision making processes. ICLEI East Asia and UNDRR co-hosted two workshops for two Chinese cities – Ningbo and Chengdu – to raise awareness of urban resilience with specific focuses on climate change adaptation and disaster risk reduction among local officials.
The workshops were structured in sessions of concept and tools introduction, and presentations of international and domestic cases on resilience and adaptation. Assessments of local resilience were also conducted via group exercises followed by suggestions on improvements.
ICLEI East Asia and UNDRR will continue to work to support 2 more local governments in China in implementing the Sendai Framework and other urban resilience objectives via workshops. It is expected that local disaster risk reduction planning will be better risk-informed when cities are equipped with skills to assess their respective risks, identify gaps, and ultimately lead to projects to address those gaps. A learning publication will be produced as the final output of the series, to share lessons learned on improving urban resilience in the context of global warming with other cities.

The latter worked with 12 communities to move from planning to action on local resilience by identifying implementation ready adaptation initiatives, securing funding for the initiatives, documenting key lessons learned via a case-study series, and leveraging future activities to support the actual implementation of local initiatives.

ICLEI supports Fiji cities by providing streamlined processes for assessing their risks and challenges and developing achievable action plans. It works side-by-side with the cities and assists them to find partners for action. ICLEI has recently assisted 7 city and town councils to undertake disaster risk self assessment and action planning, using the Sendai Framework and scorecards, and built capacity for disaster risk reduction at 2-day workshops with these cities. City staff and elected councilors now hav an understanding of how disasters and climate change impact all the city development challenges. The outcomes of the DRR workshops have been collated into a “Generic Fiji Local Government DRR Action Plan” and provided to the Ministry Local Government and the National Disaster Management Office as input for their current reviews of the Local Government Act and National Disaster Management Plan.

ICLEI is in charge of making a review on barriers and opportunities for the development of bio-based value chains; identifying stakeholders and expected benefits from mutual learning; mapping bio-based products (applications) based on stakeholders’ interests; creating guidelines for the BIOVoices Mobilisation and Mutual Learning approach; engaging the plurality of voices through creation of the BIOVOICES community and establishing a mechanism for communication of their needs, through the methodological approach for Mobilisation and Mutual Learning (MML) workshops; creating the on line BIOVoices social platform and on line mutual learning activities; co-designing of the BIOVoices social platform and organising a series of European, National and Regional MML co-creation events. The European NGO Network on Green Public Procurement
To support NGOs in their GPP-related work as well as to strengthen the European network of NGOs, ICLEI organized several activities and produced guidance documents for NGOs. The activities included workshops and training sessions on GPP, the legal framework, practical dimensions, and good practice case studies. The training sessions also covered topics such as ecolabels, green energy, food and catering and forest products. In addition, a series of webinars tailored to the needs of NGOs was organized. As a result of the project, the 17 participating NGOs are well equipped to support their local and regional authorities in implementing GPP.

Solid Waste Management Workshop under Swachh Bharat Mission
ICLEI conducted Municipal Solid Waste Management Exposure Workshops for more than 100 urban local bodies and strengthened their institutional capacities towards collection, treatment, disposal and efficient management of various types and categories of waste. The project also developed training modules, identified external experts and facilitated site visits for participants from local governments. Five 3-day workshops were conducted at different locations as suggested by the National Institute of Urban Affairs. The workshops and site visits will help the municipal officials to develop an understanding of the commonly faced issues, challenges and constraints of managing municipal solid waste. The capacities of the municipal staff will be built to effectively execute municipal solid waste projects and plans as per the mandate of the revised Solid Waste Management Rules, 2016.

The main activities of EACAC include: 1) (co)organizing forums, workshops and study trips for capacity building; 2) facilitating participants' engagement; 3) compiling case studies on East Asian cities’ air quality management; and 4) mobilizing resources for future development of the program and its member cities.
Under EACAC, ICLEI East Asia has provided the seed funding of the research project “Green Lung” in Ulaanbaatar (2017-2019), which promotes urban greening as a means to improve air quality in the city. ICLEI East Asia has also supported the Beijing Bureau of Ecology and Environment in strengthening its capacity on international cooperation (2018-2019), and deliver a bilateral research between Beijing and Seoul (2019-), focusing on the comparison of the two cities’ policies on the replacement of outdated boilers, vehicle control, fugitive dust management and seasonal control measures.

Since 2011 the ‘Municipal Climate Partnerships’ project has aimed to strengthen partnerships between municipalities in Germany and developing countries for climate change mitigation and adaptation. The fifth phase of the project involves partnerships between German municipalities and municipalities in the Philippines and Vietnam, such as the three between Filipino and German municipalities, namely Muñoz – Marburg, Dumangas – Herdecke and Lubang – Ebhausen.
Through a process of professional peer-to-peer dialogue and exchange of experiences, in conjunction with mutual visits by delegations of local government experts, the municipal actors from Germany and their counterparts develop a joint bilateral program of action for climate change mitigation and adaptation. Both municipalities will identify specific project activities to be implemented in the joint program of action, and the resources needed for this.
ICLEI provides support in implementing workshops, delegation visits, and advisory services. The delegation visits provide partner municipalities a peek of the realities on the ground. This will then be one of the basis in prioritizing projects and activities in their joint program of action. All project activities are conducted in close coordination with Engagement Global/SKEW.

The Procura+ East Asia Green Procurement Network aims to accelerate climate and environmental actions by equipping local governments and public authorities in East Asia with advanced knowledge and skills to upscale green and sustainable procurement practices at the local level. Through Procura+ East Asia, participating local authorities will be equipped with GPP approaches and tools via training programs, and will be provided with access to expert guidance on formulating local green specifications and procurement strategies, as well as tender advice on targeted climate and environmental issues. Participants will also have various opportunities to showcase their successful stories and achievements in green procurement on the international stage by participating in forums/workshops, the Procura+ Award, and publishing case studies on the Procura+ Online Platform. The project connects public authorities, solution providers and advocacy in the region to collectively mainstream green procurement practices at the local level, and promote advanced GPP knowledge and experiences for peer learning and exchange internationally.

ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.
ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.
