Systems Adaptation Scenario: Developing Adaptation Pathways and Assessing Adaptive Capacities and Limits

This report forms Part II of the study Assessing and Managing Loss and Damage: Local-level Evidence to Inform Global-level Action in Gujarat, India. Building on the retrospective assessments and vulnerability profiles established in Part I, the present report examines systems adaptation scenarios by evaluating adaptive capacities, identifying limits to adaptation, and developing prospective pathways to reduce future climate-induced losses and damages. Part II operationalizes a forward-looking methodology for assessing residual and future losses, building on the retrospective L&D assessment and vulnerability baseline established in Part I.

This report has been prepared as part of the efforts towards developing a City-Level Loss and Damage Assessment and Management Framework in India that supports municipal governance systems in identifying, assessing, and managing climate-induced risks and residual economic and non-economic loss and damage.
