Institutional and Governance Framework for City-level Loss and Damage Assessment

This report, Assessing and Managing Loss and Damage: Local-Level Evidence to Inform Global Level Action in Gujarat, India – Part III, builds on the findings of Part I, which examined retrospective Loss and Damage (L&D), and Part II, which analysed systems adaptation scenarios, adaptive capacities, and limits.

Part III focuses on strengthening the institutional and governance architecture for city-level L&D assessment, proposing a structured framework to systematically assess, document, and manage L&D, while enabling improved access to climate finance. By focusing on Ahmedabad and Surat, the report situates L&D within urban contexts and develops lessons transferable to other Indian and global south cities.
